The Project includes the following Work: The project is intended to improve the Franklin Wastewater Treatment Plant by constructing a screening building and install the mechanical screen and supporting equipment. Bids are requested for the following Contract: Screen Building The Project has an expected duration of 180 working days. Upon purchase of the Contract Documents, Bidders will be placed on the plan holders list. Acknowledgment on the plan holders list is mandatory for all bidders. Each proposal must be submitted on the prescribed form and accompanied by Bid Security in the form of a certified cashier's check, or a corporate bid bond executed on the prescribed form, payable to the City of Franklin in the amount of five percent (5%) of the amount bid. The successful bidder will be required to furnish Performance and Payment Bonds, each in the amount not less than 100% of the contract price. All questions relating to this project prior to the opening of bids shall be directed, in writing, to the ENGINEER for the project. It shall be understood, however, that no interpretations of the specifications will be made by telephone. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the Unit- ed States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
