Renovation of a mixed-use development in Bath, New York. Conceptual plans call for the renovation of a fire / police facility.
This is a Sources Sought Notice for the following services related to the Bath VA Medical Center, Bath, NY project 528A6-23-603 DESIGN RENOVATE BUILDING 44 POLICE DEPARTMENT Scope of Work Renovate Building 44 For Police Department (A/E Design Services) 528A6-23-603 The general scope of this project is to provide a design to renovate and upgrade to Building 44 for the Police Department at the VA Medical Center located in Bath, New York. Building 44 is a historic building that is very outdated and in need of updating. The scope is a complete renovation of the building and reconfiguration of the existing interior space with necessary infrastructure to support the police department (refer to PG-18-9 Space planning criteria chapter 279 for police service). Design work shall include but not limited to structural, plumbing, electrical, HVAC and architectural. The A/E shall provide complete design services (preliminary concepts and layouts, program development, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services). Investigative services shall include, but not be limited to, the following: 1. Review VA program requirements and project scope to determine the equipment and construction criteria and provide preliminary plans, drawings, and estimates. 2. Prepare measured drawings for area of work. 3. Perform mechanical, electrical, structural, civil, architectural, and Hazardous materials abatement investigation of the existing facility as necessary including full on-site investigation to verify existing conditions as it pertains to this project. Design services shall include, but not be limited to, providing complete working drawings, specifications, and detailed cost estimates. Numerous and extensive meetings with various VA employees, in order to fully understand the functional needs, carefully review the space selected for this project, then prepare construction cost estimates, designs and construction contract documents as described herein. Design services for Hazardous materials abatement, if found to be required at any time during the project shall be included. Hazardous materials Monitoring services during construction if required will be required of the A/E. Design services shall include infection control design in order to be in compliance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Environment of Care Standards. All designs will follow the VA design guidelines, and specifications for VA construction. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The existing building was constructed in 1887. The building exterior is brick with a stone foundation. The building consists of a basement, two floors, wood pitched type shingled roof. All floor underlayment is wood and either carpeted or tiled. The existing building currently has some structural issues. Addition structural reinforcement was added to the first and second floors were in 1967. At that time the expected building longevity was estimated at approximately twenty years with proper maintenance. The building is currently heated with steam and cooled with window A/C units. The building is sprinkler protected. A/E SCOPE OF SERVICES Provide investigative and schematic services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to renovate building 44 for police station. Services will include all Site/Civil, Structural, Mechanical, Electrical, Architectural, Hazardous materials abatement or other Engineering work associated with this project. Basement will require water proofing plan. Provide contract specifications utilizing as a template the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Bath VAMC Engineering Project Section electronically by either email or on a CD rom. All edited specifications shall be edited to the specified project and have all impertinent specs and information removed. The designer shall provide to the VAMC a comprehensive electronic spreadsheet listing, by specification, all required submittals for the project for use as a submittal log. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include an identified number of visits included in the proposal. The VA shall provide access to hardcopy files of existing drawings, and the AE shall perform all searches of these files for any required reference materials to support design efforts. Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Project Section, VA Network 2, or any other government comments. The design must, at a minimum, be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA Publications (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA), Underwriters Laboratory, International Building Code IBC 2003, NFPA and National Electric Code (NEC), building codes and standards, and VA Information Security Handbook 6500.6, etc.). Period of Performance Final Design 100% Final Submittal 180 days after contract award. EVALUATION CRITERIA The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541330. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Bath, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F. The estimated construction cost for this project is $1,000,000 to $5,000,000. The NAICS code for this procurement is 541330 and small business size is $25.5 million.
