The City of Parkville, Missouri ("City") is seeking proposals from qualified firms to develop a comprehensive Parks and Recreation Master Plan. The selected consultant will work with ETC Institute to facilitate the public outreach efforts, develop conceptual elements based on the input received through public participation, and prepare recommendations for location, design, and features of park and recreation elements. This plan will serve as a long-term guiding document for the City's parks and recreation system. The goal of this master plan is to enhance the quality of life for Parkville residents and visitors by providing a well-planned, accessible, and sustainable parks and recreation system. The Parks Master Plan is intended to provide a road map for the utilization, development and expansion of Parkville's current and future park system. The primary goal of this project will be to re-examine community priorities for all parks and document a long-term strategy for park development that ensures the Parks Master Plan meets current and future needs of the community in all wards. Key areas of the Master Plan should include: Facilities and Amenities Programs and Services Organization Efficiency Finance This planning process will be a joint effort between the selected firm, ETC Institute, Parkville city staff, the Board of Aldermen, the Community Land and Recreation Board (CLARB) who will act as the Steering Committee, and city residents (via their survey participation and feedback). The proposed master planning effort entails the update of the existing Parks Master Plan to include projects completed since the 2016 plan, projects slated to be built in the next few years, projects currently on hold due to neighborhood feedback, and the study of potential park sites in western Parkville to serve those residents. Any proposals received after the specified date and time will be rejected and returned unopened. Proposals may not be modified or withdrawn after the submittal deadline. However, a respondent may withdraw one's proposal from the selection process at any time prior to the submittal deadline. The City reserves the right to extend the time for submittals. Additional promotional materials/brochures may be included in addition to the proposal but may not substitute for any of the content requirements of the proposal itself. The City reserves the right to request a change in any proposed sub-consultants, if applicable. The City reserves the right to waive any irregularities and/or reject any and all submittals. The City is under no obligation to award a contract to any firm submitting a proposal. The City shall not be responsible for any costs incurred in the preparation, submittal, and presentation of proposals. All materials submitted shall become the property of the City and shall be subject to the laws and regulations relating to the disclosure of public information.
