Site work for a water / sewer project in Flagstaff, Arizona. Working plans call for site work for a water / sewer project.

The Project is located within the Schultz Creek drainage corridor in Flagstaff, Arizona, and can be described as a stormwater infrastructure improvements project. The existing box culvert and downstream stormwater infrastructure within US Highway 180 has limited capacity to convey stormwater runoff in the post-fire conditions. The Project is comprised of a new sediment basin, channel regrading, alluvial fan, box culvert, landscaping, demolition/abandonment of existing stormwater conveyance structures and removal and replacement of existing pavements within US Highway 180 and private properties. The Schultz Creek channel will be regraded and re-routed to improve capacity and realign the channel with a new box culvert under US Highway 180 and to the west to the Rio de Flag. The new box culvert will be sized to convey a higher flow rate than the existing stormwater infrastructure. A new sediment basin will be designed upstream of the new box culvert to release sediment prior to the stormwater entering the box culvert. A new alluvial fan like structure will be designed downstream of the box culvert to slow stormwater discharge before entering the Rio de Flag. The parcel containing the alluvial fan will have beatification components consisting of landscaping, rock placement, etc. Existing stormwater infrastructure will need to be abandoned in place or removed but is to be determined. Other components of the project will be several franchise utility relocations, City utility replacement/realignments, and roadway replacement. Engineering 30% designs are shared in the supplemental information of this RSOQ. CMAR Design Phase Services The anticipated Design Phase Services include, but are not limited to, the following: o Generate a detailed Scope of Services and Fees for the Design Phase of the Project to be agreed upon by the Owner. o Participate in a Project kick-off meeting with the Owner's Staff, Design Professional, and other Project Stakeholders. o Develop and continually update the Project Baseline Schedule, which shall include the Design Professional's Critical Path Method (CPM) design schedule. o Review and provide input on planning and scheduling for the pre-construction phase. o Recommend ways to gain efficiencies in time. o Discuss critical path elements specific to this Project. o Conduct value engineering and constructability reviews. o Prepare and update a Construction Management Plan. o Locate and secure area for construction staging. o Appoint and coordinate with an Underground Utility Specialist and the Design Professional on the investigation and determination of existing utility locations to a level satisfactory to the Contractor and agreed upon by the Owner's Project Manager. o Determine if relocation of existing utilities work is necessary prior to construction. o Attending regularly scheduled design review meetings and public meetings as needed with the Design Professional, Owner's Project Manager, and other agencies as necessary. o Review construction documents and provide input, to be included in the Owner's comment response form, at the anticipated 60% and 90% stages of the design development. Input should include: o Quantities, constructability, value engineering, procurement time requirements, installation strategies, construction factors such as estimated cost of alternative designs, materials, and budgets. o Means and method recommendations to facilitate construction (e.g., phased issuance of construction documents and scheduling of long-lead time procurements, minimizing disruptions to the public). o Within the context of available budget, develop accurate and detailed Cost Models shortly following the anticipated 60% and 90% stages of the design by applying knowledge of current marketplace conditions. Each intermediate Cost Model submitted shall be accompanied by backup documentation which shall include, but not be limited to the following: o Unit prices and quantity take-offs using the Design Professional's design drawings and specifications. o Details of all allowances and unit price work shown and specified in the detailed design documents. o Include a list of all assumptions and description and breakdown of all allowances. o Material costs, equipment costs, labor costs, General Conditions costs, hourly labor rates, and total cost. o Copies of quotations from subcontractors and suppliers. o Portion of the work to be performed by subcontractors including subcontractor's overhead and profit. o Production rates, transportation, and other facilities and services necessary for the proper execution of the work, whether temporary or permanent, and whether incorporated or to be incorporated into the work. o All fixed equipment, site improvements, utility, and equipment installations. o Allocated general and administrative expenses. o Project overhead. o The Contractor's profit. o Bonds, taxes, insurance. o Memoranda, narratives, reports, and all other information included by the Contractor. o Cost Models will be utilized as the basis of the GMP Proposals. o Cost Models will be compared with the estimate prepared by the Design Professionals and the Owner. o Participate in public and/or stakeholder meetings. o Meet and coordinate with the City, local utilities, ADOT, Coconino County, emergency responders, and other agencies as warranted. o Identify permitting necessary for commencement of the construction work (permit fees paid for by the Owner). o Provide input as to what stage the construction documents will be suitably complete for the proposed GMP to be based on, which will be decided by Notes CMAR Construction Phase Services The Contractor shall coordinate with various agencies, residents, businesses, and the public while performing the construction of the proposed improvements per the approved construction documents at the contracted GMP. The anticipated Construction Phase Services shall be in accordance with the Construction Phase Services Agreement and shall include, but are not limited to, the following: o Participate in a Pre-Construction Meeting. o Perform and provide a pre-construction video and/or images of the site and adjacent properties. o Prior to construction of the Project, provide or acquire all documents necessary to construct the Project including: o Bonds, Insurance, Permits, Traffic Control Plan, Material Submittals, etc. (Permit fees paid for by the City of Flagstaff) o Bond and insure the construction in accordance with State and City requirements. o Construct improvements per the approved construction documents. o Ability to self-perform the work and solicit bids from qualified subcontractors to perform applicable portions of the work. o Coordinate inspections and testing of all work including City and ADOT Inspections & Testing. o Coordinate weekly construction meetings. o Maintain and update Project Master Schedule. o Identify activity sequencing, durations, and milestone dates. o Ensure record As-built Drawings are kept current, accurate, and developed per the Owners and Design Professional's standards. o Procurement of materials and services. o Notify the Owner, Businesses, Emergency Responders, and other agencies as necessary of road closures and alternate traffic routes. o Schedule and manage site operations. o Provide all construction surveying and staking. o Maintain a safe work site. o Establish and maintain the SWPPP. The final scope of services will be negotiated after a qualified Contractor is selected.
