The City of South St. Paul (the “City”) is requesting proposals from qualified firms to define, evaluate, and implement a preferred reuse/redevelopment option for the former South St. Paul Library building, located at 106 Third Avenue North, South St. Paul, Minnesota, 55075 (the “Library”). The City has recently conducted an overall organizational space needs study, which indicates that there is not a need for the Library to accommodate core municipal programs and services and recommends that the City engage the private development market through the renovation and/or renewal/redevelopment of the Library property. If selected through this Request for Proposals (“RFP”), the successful developer will have the sole right to negotiate with the City for the purchase and redevelopment of the property. Project is included City of South St Paul Fiscal Year 2024-2028. As of September 9, 2024, per owner, this RFP was not for a construction project. The City is undertaking a repurposing study with support from a consultant group. The goal is to find a way to reuse an existing historic building. An award has been made. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
