A. PURPOSE OF THIS REQUEST FOR PROPOSALS The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the purchase of Design Professional Services based on the scope of work described below. All potential Offerors are to read, understand and accept the requirements of this Request for Proposals (RFP). B. BACKGROUND INFORMATION The New Mexico State Police operate a Firing range in Santa Fe at the National Guard Armory as a part of their training and certifications program. There is a modular building onsite that DPS operates as a training/admin office currently. There is a need to have a new Reality Based Training Facility to be built to replace the aging and outdated existing modular building. This new Reality Based Training Facility building will provide training and education to new and existing State Police officers who must be trained in new methods and means to meet the challenges from evolving threats so as to keep New Mexican citizens and public safe. The facility will also be used by other local, state, county, and federal agencies and authorities. The NM Department of Public Safety operates DPS Firing Range. By statute, Facilities Management Division (FMD) of the NM General Services Department owns the facility. C. SCOPE OF WORK FMD and DPS have both received funding to design a new Reality Based Training Facility for DPS in Santa Fe, New Mexico. The scope of work for the training facility will include but not necessarily be limited to the Programing and Schematic phases of architectural/engineering services. The Architectural/Engineering Services for the purpose of this RFP will include: Programming (site investigation and prioritization scheduling), and Schematic Design Phases only (preliminary alternative materials and systems recommendations, including life cycle maintenance briefing and feasibility of utilizing alternative energy sources). Additional phases will be added by amendment at a later date. In addition, as-needed services may include, but are not limited to: Planning and feasibility study for building location on the campus. Site investigations for soil testing, utility locations, topographical survey. Specialty sub consultants. If appropriate, the design and construction of any identified project shall conform to the Green Building Standards as defined by FMD. The work shall integrate building materials and methods that promote environmental quality, economic vitality, and social benefit through the construction and operation of the built environment. The intent of any project is to create a built environment that provides the highest level possible of operational efficiency, as well as comfort and support for the building tenants and visitors. The project also must meet the energy efficiency standards mandated for State owned facilities. The Awarded Offeror shall develop the design for a state-of-the-art facility intended to be utilized for training and education of DPS recruits and staff as well as other state, local, county, and federal agencies and authorities. Any inquiries or requests regarding this procurement should be submitted, in writing, to the Procurement Manager. Offerors may contact ONLY the Procurement Manager regarding this procurement. Other state employees or Evaluation Committee members do not have the authority to respond on behalf of the SPD. Protests of the solicitation or award must be delivered by mail to the Protest Manager. As A Protest Manager has been named in this Request for Proposals, pursuant to NMSA 1978, 13-1-172, ONLY protests delivered directly to the Protest Manager in writing and in a timely fashion will be considered to have been submitted properly and in accordance with statute, rule and this Request for Proposals. Emailed protests will not be considered as properly submitted nor will protests delivered to the Procurement Manager be considered properly submitted. Protest Deadline Any protest by an Offeror must be timely and in conformance with NMSA 1978,13-1-172 and applicable procurement regulations. As a Protest Manager has been named in this Request for Proposals, pursuant to NMSA 1978, 13-1-172, ONLY protests delivered directly to the Protest Manager in writing and in a timely fashion will be considered to have been submitted properly and in accordance with statute, rule and this Request for Proposals. The 15 calendar day protest period shall begin on the day following the award of contracts and will end at 5:00 pm Mountain Standard Time/Daylight Time on the 15th day. Protests must be written and must include the name and address of the protestor and the request for proposal number. It must also contain a statement of the grounds for protest including appropriate supporting exhibits and it must specify the ruling requested from the party listed below.
