At a minimum, the Feasibility Study will consist of the following: 1) document existing wastewater treatment systems in the study area, including operation and maintenance issues, compliance, and condition of both treatment facilities and collection systems - inflow and infiltration will be documented by a comparison of design capacity and metered flow; 2) investigate future wastewater needs in the project area based on reasonably anticipated growth patterns; 3) examine individual and collective wastewater treatment alternatives including capacity, preliminary or conceptual layouts, and cost estimates(both capital and operating costs) for compliance with local, state, and federal government requirements including the National Pollutant Discharge Elimination System program under the Clean Water Act; 4) if applicable, examine regional wastewater management organizational structure options for continuing authority to operate wastewater facilities and outline organizational and staffing requirements for each option considered; 5) describe financing options; 6) project positive effect, if any, of improved wastewater treatment on the local and regional environment and economy; 7) offer a conclusion with a proposed alternative that is the most feasible, economic, and protective alternative; 8) outline of major steps to implement the recommended alternative and; 9) conduct public education and seek public input by hosting up to nine town hall meetings. In addition, the NWMORCOG will partner with Missouri Rural Water Association to provide wastewater treatment training to assist local officials with a better understanding of each community's wastewater treatment facility and operating permit. Finally, the NWMORCOG with the engineering firm may arrange for local officials' visits with neighboring wastewater facilities that have undergone similar upgrades to those recommended in the feasibility study. Project products will include: 1. A draft feasibility study; 2. Documentation of training provided to local officials by the NWMORCOG and Missouri Rural Water Association; 3. A final feasibility study; and 4. Public outreach materials The Northwest Missouri Regional Council of Governments will work with the chosen engineering firm to refine the project timeline. It is anticipated the timeframe to complete the feasibility study is 12-15 months.
