Renovation of a mixed-use development in Oklahoma City, Oklahoma. Completed plans call for the renovation of a medical facility.
The Department of Veterans Affairs, Veterans Health Administration (VHA), hereafter referred to as the VA , VAMC , or the Government , has a requirement to replace the roof on the LOPC (Lawton Outpatient Clinic), hereafter referred to as the Project at the VA Medical Center (VAMC) in Oklahoma City, Oklahoma. Â SCOPE OF WORK The main building of the LOPC facility needs multiple repairs and renovations requiring immediate attention. The issues to be addressed include replacing the entire roof over the main building, dismantling, and removing both skylights, reworking the lightning protection system, as well as caulking windows. See the accompanying photos and floorplan for more detail of the referenced areas. The roof over the main building is the original roof that was constructed circa 1995 and has far surpassed its lifespan. There are multiple soft spots scattered all over the roof with low areas that pool large amounts of water. The problem areas have gone unaddressed for so long that there are even large grassy patches growing out of the roof. The impacted areas have resulted in flooding into many exam rooms, large leaks in the pharmacy, and scattered leaks in office spaces. A storeroom has a leak that pools in the fluorescent lighting causing the room to no longer be useful due to safety issues. Contractor will replace all 29,043 square feet of roof over the main facility. The areas adjacent to the proposed repairs and renovations will be continuously occupied by the OKC VAMC. Roof: The proposed repairs and renovations will span the entire main roof of the facility. The affected areas are detailed in the provided floorplan and photos. The repairs and renovations will impact existing equipment and utilities and these equipment and utilities may need to be relocated as part of this project. Contractor to verify the location of all utilities. Contractor will follow design for modification to areas indicted to be leaking as well as other areas discovered during site investigation. (Please see specifications) Contractor will follow design for weather tight modification to Mechanical Room 212 has PVC piping that penetrates a metal cover in the roof. The cover is rusted through so the cover will need to be replaced as well as any seals associated with it. Deficiencies with the skylights have resulted in many leaks coming through the framework. Also, the glass is allowing too much heat transfer even after a UV repellant has been applied and is now cracking. The contractor will follow design for the optimal method of removing the skylights and securing the skylight areas and proceed likewise. Contractor will follow design for new UL rated lightning protection system will be provided by contractor. The lightning protection system has been installed but was not installed in a workman-like manner. The conductors were not installed in parallels or right angles and there are several areas where there are excess conductors before connecting to the bonding plate. The HVAC equipment was bonded to the lightning protection conductors, but the air terminals mounted on the HVAC equipment were not. There are also broken air terminals along the perimeter of the building. The Contractor will evaluate the lightning protection system for any other faults in the system and fix all that are found. An abandoned satellite dish on the roof needs to be removed. The contractor will document then remove the dish as well as remove any unnecessary wiring associated with the abandoned dish. The contractor will evaluate and replace the sublayers of the roof due to extensive prolonged water penetration and the age of the roof. The membrane, decking and insulation will need to be replaced for mold remediation. The contractor will also bring the insulation up to current standards. Refer to specifications for project details. OTHER PROFESSIONAL SERVICES Survey The contractor will conduct a site survey to determine any impacts the project will have on facility operations and coordinate the results with facility staff.
