Per the owner, as of November 20, 2024, this was an RFP for funding. The owner states that the selected project has not started construction and they do not have a construction start date yet. Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Pre-Bid Meeting No Online Q&A No The City of Clovis (City) is soliciting applications from housing development organizations to construct new affordable housing or complete substantial rehabilitation to existing multi-family housing. The selected developer(s) will be required to perform all aspects of development (i.e.: property acquisition, entitlement, environmental clearance, financing, construction, rental management). As an incentive, the City is proposing to provide funding through the State of California Permanent Local Housing Allocation (PLHA) program funding in an amount of up to $1,481,281. The source of financing may include other local, state, or federal financing sources if available. Additional incentives are available as part of the regular entitlement process including deferred development impact fees (deferred to occupancy), density bonus, etc. Funding shall be used as gap financing for the development of affordable housing units within the project that carry a 55-year affordability covenant for multi-family housing and a 30-year affordability covenant for single-family housing. Funding will be provided as a below market rate loan payable from the property's residual receipts or as hard debt for a multi-family housing project, and interim construction financing that converts to permanent second mortgage assistance to a homebuyer for a single-family housing project. Upon selection of a proposed project(s), the City and developer will enter into a funding agreement(s) for a proposed project. It is a high priority of this RFP that at least 25% of the available funding is expended before March 1, 2024. An addendum to the RFP containing all Q&A will be posted thereafter if questions are submitted. The method of Contractor Selection has not been Determined at this time.
