The City Of Abilene Reserves The Right To Reject Any Or All Proposals And To Award The Proposal Considered Most Advantageous To The City Of Abilene The Owner will be contracting for the construction of new Cypress street streetscape improvements beginning at N. 1st Street and extending through N. 5th Street in Abilene, Texas. The Owner has contracted with Jacob Martin LLC-Engineers and Architects ("Jacob Martin") as its Design. Professional for the project. The selected CMAR will work with the City and Jacob Martin through the PreConstruction and Construction Phases. Further requirements regarding scope, design standards and performance are described in more detail in Attachment E (Project Requirements) The Owner will use the construction manager at risk method. The procurement and the provision of Services will be in accordance with the Texas Government Code Chapter 2269 and this RFP. The Owner will use a one-step process and select the Proposer that offers the best value for the Owner based on the evaluation criteria and weighting described in this RFP. Services required consist of Preconstruction Phase Services and Construction Phase Services ("Services") as more fully described in the RFP Attachment C (Scope of Construction Manager AtRisk Services) and RFP Attachment D (Draft Construction Manager At-Risk Contract) which will be issued as an addendum to this RFP. The Owner intends to enter into the Construction Manager At-Risk Contract ("Contract").
