The California Department of Social Services (CDSS) is seeking a Contractor to provide the planning, configuration, development, integration, and operation of a statewide enterprise Facility Management System (FMS) solution for the CDSS Community Care Licensing Division (CCLD). Interested parties are encouraged to carefully review the RFP in its entirety. Upon approval by the California Department of Technology (CDT) Statewide Technology Procurement (STP) the term of this Agreement will be three (3) years to include the planning, development, implementation, maintenance and operations (M&O), and subscription/licensing fees for the solution. The solution implementation dates of the proposed five (5) releases shall be mutually agreed upon by CDSS and the Contractor and the system shall be fully implemented within the first twenty-four (24) months of contract execution. A 90-day stabilization period shall be provided following each release to a production environment. The CDSS, at its sole discretion, may authorize up to two (2) additional two (2) year extensions at the original, agreed-upon rate, for a maximum Contract term of seven (7) years. The Contractor shall not deliver goods or commence performance of services described in this Contract prior to the Contract Execution Date. Any delivery of goods or performance of services by the Contractor commenced prior to the Contract Execution Date shall be considered gratuitous on the part of the Contractor and the State shall have no responsibility to Contractor for costs incurred as result. Last Day to Submit Written Questions regarding Addendum 2 Changes and Revisions Only 10/27/2023 State's Response to Bidder Addendum 2 Questions (Q&A Set 3) 11/10/2023 The State reserves the right to require a performance bond or other security document as specified in the solicitation from the Bidder in an amount not to exceed the amount of the Contract. In the event the State requires a surety bond that has not been expressly required by the solicitation, the State will reimburse the Bidder as an addition to the purchase price in an amount not exceeding the standard premium on such bond. In accordance with Military and Veterans Code 999.5(a), an incentive will be given to all Bidders who exceed the three percent (3%) DVBE participation. For The incentive is only given to those Bidders .A five percent (5%) proposal preference is available to Bidders who qualify as a non-small business claiming at least 25 percent (25%) California-certified small business subcontractor participation. If claiming the non-small business subcontractor preference, the Bidder's response must include a list of the small businesses with which the firm commits to subcontract in an amount of at least 25 percent (25%) of the net proposal price with one (1) or more California-certified small businesses. Each listed certified small business must perform a "commercially useful function" in the performance of the Contract as defined in Government Code 14838(b)(1)(2). The method of Contractor Selection has not been Determined at this time.
