Purpose The County has received an unsolicited proposal to design, build and finance two (2) fire stations. Under the provisions of Section 255.065, Florida Statutes, Public Private Partnership (P3), the County is required to publish notice of the acceptance of the unsolicited proposal. The County has determined that this unsolicited proposal is sufficient for consideration on a preliminary basis and, as such, will accept competing proposals. 3.2. Scope The Project shall include design, construction and finance options to build two fire stations and related site improvements. Clay County currently owns the sites for both stations. Project shall be completed in accordance with the latest edition of all applicable federal, state, and local regulatory requirements and codes. The fire stations shall consist of two main parts: Apparatus Bay and Living Quarters. A. Station 1 is located at Old Jennings Road and Brannan Mill Boulevard. Consideration will be given for a four or five bay station estimated between 12,000 and 15,000 sq. ft. on the 4.24 acre site. B. Station 22 is located at County Road 220 and Arena Road. Consideration will be given for a five or six bay station estimated between 16,000 and 19,000 sq. ft. on the 1.73 acre site. Option for a one and two story station will be considered. Project components shall include but are not limited to the following: Architect/Engineer Design Services (structural, civil, MEP) Networking, Data, Access Control and Security Designs Sufficient Emergency Power Generator Required to verify existing utilities, coordinate and secure approvals from all applicable public utility companies Permitting with all applicable governmental agencies and utility companies Managed construction services including use of properly licensed Contractor and Subcontractors Two year warranty on labor and material along with all standard manufacturers' warranties The awarded Contractor will be required to submit plans for County review at 30%, 60%, 90%, and 100%. Furthermore, the County shall be provided with four (4) complete sets of permitted and approved set of plans. The County will coordinate a preconstruction conference and the issuance of the notice to proceed prior to start of Project. One on-site color construction sign for the Project will be required (minimum size should be 4'x8'). The awarded Contractor shall be required to submit updated progress reports through the construction of the Project. Proposal Submissions Proposals shall include necessary information outlined in the Evaluation Criteria Section of this Bid. Proposals shall include a conceptual site plan, and floor plans including living quarters and accommodations for each station. Financing Mechanisms: Proposals shall include options for financing the Project including any private capital, terms and fees. Proposals shall include an estimated cost overview for both stations for each option proposed. 3.3. Term The purpose and consideration of this procurement method is to facilitate the timely development and completion of the Project. Proposal should include estimated time for completion, which is estimated not to exceed 20 months from time of Contract Execution. 3.4. Additional Services If the County and/or awarded Contractor identifies any additional services to be provided by Contractor that are not covered under the Agreement but are beneficial to the County, such additional services shall be mutually negotiated between the County and the Contractor. 3.5. Performance Evaluation A work performance evaluation of the awarded Contractor will be conducted periodically to ensure compliance with the Contract. 3.6. Payment The awarded Contractor may request payment no more than once monthly, based on the amount of work done or completed. All partial estimates and payments found to be in error shall be subject to correction in the estimates and payments subsequent thereto, and in the final estimate and payment. Payments will be made in accordance with the Florida Local Government Prompt Payment Act. The amount of such payments shall be the total value of the project work completed to the date of the estimate, based on the quantities and the Contract unit and/or lump sum prices, less an amount retained and less payments previously made. The amount retained shall be determined in accordance with Section 255.078, Florida Statutes. 3.7. Contract Negotiations The County reserves the right to conduct final negotiations with the awarded Contractor in an effort to negotiate a final Service Contract which defines the terms of the services to be provided including but not limited to the approved technical services (design and construction), financing options, final negotiated price, and the guaranteed completion date. 3.8. Cancellation of Contract If the awarded Contractor fails to maintain acceptable product quality or to perform adequately in accordance with the terms, conditions and specifications established in this Request for Bid, the County reserves the right to cancel the contract upon thirty (30) days written notice to the Contractor. 3.9. Evaluation Criteria / Evaluation Committee The Evaluation Committee shall determine qualifications, interest and availability by reviewing all Bids received that express an interest in performing these services, and when deemed necessary, by conducting formal interviews of selected Bidders that are determined to be best qualified based upon the evaluation of the Bids. Bidders are advised that lengthy or overly verbose or redundant submissions are not necessary. Compliance with all requirements will be solely the responsibility of the Bidder. Failure to provide adequate information on any criterion will result in lower scores and could result in rejection of the Bid as non-responsive. The response to each of the criteria will be evaluated relative to the other responses received and the RFP shall be awarded to the most qualified Bidder that meets all requirements of the RFP. Bidders are encouraged to arrange their Bids in a format that will offer ready review and evaluation of each criterion. The Board of County Commissioners reserves the right to request oral presentations from one or more selected Bidders. Question Deadline 10/19/2023 at 4:00 PM ET
