Site work and paving for a road / highway in Daphne, Alabama. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Two Hundred and Sixty-Five (265) calendar days will be allowed for the completion of the Project. A 3% DBE Contract Obligation is required. The Work will consist of: This project includes roadway access management work on HWY 98 in Daphne between CR-64 and Van Avenue. The project has been divided into five (5) sites: Site A - Halls Lane, Site B - Van Avenue, Site C - Lavender Lane/Signalized Intersection, Site D - North Median, Site E - WB Left Turn Extension at Van Ave/Terry Thompson Chevrolet Intersection. Work includes: new roadway construction, turn lane additions, median islands for access management, new signalized intersection, water utility relocates, storm drain piping and structure removal/addition, retaining wall, powder-coated steel guardrail, vinyl coated chain-link fencing, and various concrete curbing. All Bids must be on blank forms provided in the Specifications and submitted in its entirety. A Bid Bond executed and signed by a surety company duly authorized and qualified to make bonds in the State of Alabama or a cashier's check drawn on an Alabama bank, payable to City of Daphne, Alabama, for an amount of five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000), shall be filed with the Bid. The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project's complexity and size. The bracket should not be used in preparing the bid, nor will this bracket have any bearing on the decision to award this contract. The bracket estimate on the project is from $3,600,000 to $4,400,000. The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act. The response must be sealed and labeled on the outside of envelope including the contractor's company name and address as follows: BID DOCUMENT NO: 2023-W-STPSU-0042(539)-Access Management on US-98 from CR-64 to Van Ave GC LICENSE # __________________ A performance bond in the form and terms approved by the City in an amount not less than the contract price will be required at the signing of the Agreement. A labor and materials bond in the form and terms approved by the City in an amount not less than the Contract Price insuring payment for all labor and materials shall also be required at the signing of the Agreement. In addition, the Contractor must furnish to the City at the time of the signing of the Agreement a certificate of insurance coverage as provided in the Contract Documents. The City reserves the right to reject any and/or all Bids and to waive informalities and to furnish any item of material or work to change the amount of the Contract Price. Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract hours and Safety Standard Act and its implementing regulations. Liquidated damages for non-completion of the Work within the Contract Times will be assessed in accordance with the terms of the Contract. The Engineer for the Project is Andrew Bobe. The cost assessed for each set of Specifications materials shall be in accord with Title 39 of the Code of Alabama (1975). No Specifications will be issued to potential Bidders later than twenty-four (24) hours prior to the scheduled bid opening. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 7:00 a.m. - 5:00 p.m. and on Fridays between the hours of 8:00 a.m. - 12:00 p.m. No questions from potential Bidders will be answered through addendum later than forty-eight (48) hours prior to the scheduled bid opening. Bids are invited from all qualified respondents. The City is an Equal Opportunity Employer. All minority business enterprises (MBE) and disadvantaged business enterprises (DBE) will be taken into consideration. No Bids will be considered unless the Bidder, whether resident or non-resident of Alabama, is properly qualified to submit a Bid for this Project in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, as required by Chapter 8, Title 34 of the Code of Alabama (1975). In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. A copy of required State of Alabama license shall be included in the bid submittal and listed on the outside of the submittal envelope. In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as may be provided in the Supplementary Conditions. The City may conduct such investigations as the City deems necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents. The City of Daphne, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 200D-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally-assisted programs of the Department of Transportation issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or nation of origin in the consideration of an award. The City may disqualify Bidders that have had prior demands placed on a bid bond, payment bond, or performance bond within the last five (5) years prior to the date of this Bid submission. If the Contract is to be awarded, the City will award the Contract to the lowest responsive and responsible Bidder. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of Bids without the consent of the City Council of City of Daphne, Alabama. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
