This project provides for construction of roadway improvements of 130th Avenue Northeast between Bel-Red Road and Northeast 20th Street, including the construction of water main relocation, stormwater facilities, asphalt paving, bike lanes, bike buffer, traffic signal modifications at Bel-Red Road and 130th Avenue Northeast and at Northeast 20th Street and 130th Avenue Northeast, illumination, urban design features, landscaping, and sidewalks and other work necessary to complete the work as specified and shown in the Contract Documents. This contract is funded in part by the Federal Highway Administration (FHWA) and a Transportation Infrastructure Finance and Innovation Act (TIFIA) loan and is required to meet the contract provisions for Federal Aid Construction Contracts, including Build America Buy America requirements. A Disadvantaged Business Enterprise (DBE) Condition of Award (COA) Goal of 16% has been established for this contract. For DBE documentation requirements, see Section 1-02.9 of the Special Provisions. A goal of 800 hours for training has been established for this contract. Each bid shall be accompanied by a bid bond in the form of cash, certified check, cashier's check or surety bond in an amount equal to at least 5% of the amount of such bid. Checks shall be made payable to the City Treasurer. Should the successful bidder fail to enter into a contract and furnish a satisfactory performance and payment bond within the time stated in the specifications, the bid bond shall be forfeited to the City of Bellevue
