The City of Boyne City requests the submission of proposals from land use planning consulting firms to prepare a comprehensive update of the Community Master Plan, as defined in and for the purposes of the Michigan Planning Enabling Act, MCL 125.3801 et seq. Firms should have demonstrated ability in land use plan creation. The firm selected must demonstrate a capacity to work closely with project partners, key stakeholders, City staff, various City Boards and Commissions, and the public in the course of preparing the Plan. The City of Boyne City, at 4.5 square miles of land, is located in Charlevoix County on the south end of Lake Charlevoix. The City is bordered by Evangeline Township to the north Wilson and Eveline to the South and West, and Boyne Valley and Melrose Township to the east. The City was incorporated in 1856 and functions on a Commission-Manager form of government. The City Manager is responsible for managing the daily operations of the City and coordinating efforts to meet the policy goals and objectives established by the City Commission. The City of Boyne City has a population of 3,816 residents and is the largest city in Charlevoix County. The City is known for its Lake Charlevoix shoreline, abundance of parks, trails, and winters that provide all-season recreational opportunities. The City has a strong manufacturing base which is the primary economic driver along with all-season tourism. In 2023 the City celebrated 20 years as a Main Street Community and became a Certified Redevelopment Ready Community in 2015 and has maintained its RRC certification since then. The City last adopted a new Community Master Plan in 2015. Since 2015, and the plan was amended in 2021. The City has completed numerous plans and studies to include: 2020 Recreation Plan; Waterfront Master Plan; DDA Development Plan; Cultural Economic Development Plan; Trail Town Master Plan; Marina Master Plan; 2018 Parking Study.
