Renovation of a municipal facility in Cumming, Georgia. Conceptual plans call for the renovation of a municipal facility.

General Madison County is issuing this Request for Qualifications (RFQ) to architecture firms experienced in development of a preservation plan for a historic structure, and/or a historic structure report, structural and architectural assessment, project concept-planning, development of architectural plans, and developing construction and bid documents. Responding firms should be technically qualified and licensed in Georgia to provide these services and experienced in the preparation of plans for redevelopment and historic building rehabilitation. Services provided will include preparation of a Preservation Plan and/or Historic Structure Report for the structure and further design services if Federal or State funding is pursued. Submitting firms must submit fee proposals for both a Preservation Plan and a Historic Structure report as separate line items. Background Madison County is considering the rehabilitation of the historic Madison County Courthouse located in the Danielsville town center. The historic Madison County Courthouse was constructed in c. 1901. The courthouse was designed by J.W. Golucke, a prominent Atlanta architect who designed twenty courthouses across the state of Georgia between 1895 and 1906. Madison County's courthouse is one of only two extant Golucke courthouses remaining in the Appalachian region. The County would like to redevelop the property to potentially include office space for government operations, a small business, and an events/rental space. Due to the building's age and prominent location within Danielsville's National Register Historic District, preservation standards and guidelines need to be considered in the plan. The plan and/or report will need to include evaluations and consideration for facade improvements/restoration, structural stabilization, and other exterior and interior renovations and upgrades. Administration The RFQ is issued by Madison County Board of Commissioners with technical assistance provided by the Northeast Georgia Regional Commission (NEGRC). Evaluation Procedures for selection of an individual or firm will be in accordance with local government requirements, the OMB Guidance for Grants and Agreements, and other federally administered regulations. All Statements of Qualifications will be evaluated in terms of project approach, timing, experience, quality of work, capacity to perform, and costs. Prior experience in similar projects and qualifications of principal staff should be included. Past performances on similar projects, multi-use planning, and design also will be reviewed for project timeliness, completing work within budget, quality of work and other factors such as knowledge of community. Local government experiences and qualifications desired include, but are not limited to, preparation of architectural plans for rehabilitation projects, historic preservation projects, federally funded projects, building assessment, and estimations of plan implementation costs. Experience in adaptive-use of buildings is also desirable. Selection Process The procedure being followed is a request for qualifications followed by a review, ranking, and selection by Madison County Board of Commissioners. An invitation to conduct the project will be issued to the selected firm and all RFQ respondents will be notified of selection or non-selection at the appropriate time. The determination of the applicant's qualification status rests solely with the Madison County Government. General questions regarding this RFQ should be emailed to: cbaxter@madisonco.us. Madison County reserves the right to determine, at its sole discretion, whether any aspect of a respondent's submittal meets the criteria in this RFQ. Madison County also reserves the right to seek clarifications, to negotiate with any vendor submitting a response, to reject any or all responses with or without cause, and to modify the procurement process and schedule. The method of Contractor Selection has not been Determined at this time.
