The City intends to award a contract for the total work required to accomplish the design, documentation, and construction administration of a Fire/EMS Center with necessary site improvements. The expectation is to receive a proposal that incorporates all specific design components indicated in the program and a process that allows for user group input as part of the design process without materially increasing the cost of work. It is expected that the proposal will allow for input from the City through concept design to a final design, including material selection. The work scope is to include at least four (4) City group meetings to review and refine the design prior to site plan submittal and four (4) design development workshops prior to building permit applications. The purpose of the Request for Qualifications (RFQ) process is to identify the most qualified respondents (firms). The City reserves the right to make a selection based solely on the qualifications submitted without conducting a formal interview process. The Firm ultimately selected by the City will provide full architectural and engineering services for the design and construction of a building at a location that the City has secured and identified and associated improvements, as directed by the City. The total project cost is approximately $10 million, excluding land acquisition and site development. The firm shall perform professional services including all required architectural design, interior design, details structural/civil/mechanical/electrical engineering, signage, utility, IT coordination, and all other services as required by the project. Documents produced will serve as the basis for both bidding and construction by a general contractor. The firm shall represent that all tasks will be performed in accordance with generally acceptable professional standards and further represent that the advice and consultation provided shall be within its authority and capacity as a professional. The firm will comply with the regulations, laws, and ordinances of all levels of government applicable to this project. Include a narrative description of the firm's firm or firms if the firm is comprised of a team of firms. Information should include: a. The firm's area(s) of architectural specialization. b. Firm history, including honors and awards. c. Location of home and branch offices. If the firm is a national firm with a branch office in Ohio, provide information limited to the firm's Ohio office projects and experience. d. Names of the principals/officers of the firms and the total number of in-house, full-time employees. e. Identification of the major consultants used, if any. f. Identify the Principal within your firm who will be the primary contact. g. Provide resumes of the individual professionals and project personnel who will provide the proposed services. The resumes should contain the following: educational background, employment history, professional registrations, certifications and affiliations, a listing of any professional discipline related to licensure or certifications, proposed role in the project, and identification of other relevant projects in which the person has been involved, and other information you believe to be relevant. h. Provide a statement of ability to perform the project in terms of its workload and the availability of qualified personnel, equipment, and facilities to perform the required services competently and expeditiously. i. Demonstrate compliance with Sections 4703.182, 4703.332, and 4733.16 of the Ohio Revised Code, including the use of a licensed design professional for all design services. j. Provide a statement of qualifications and other documentation as necessary to demonstrate the firm's financial responsibility and ability to provide a surety bond for 100% of the ultimate value of the project. k. Provide a minimum of three (3) relevant references, including company name, address, current telephone number, and name and title of the contact person. References shall represent the range and depth of the firm's experience in the proposed service areas. Public construction experience is strongly preferred. l. Contain a statement granting the City and its representatives authorization to contact any previous client of the firm for the purpose of ascertaining an independent evaluation of the firm's performance. m. Provide evidence of the firm's general and professional liability insurance, including a current sample insurance certificate, which identifies the insurance carrier, policy number, and policy limits, litigation history, including any judgments, meditations, or arbitrations, in which the firm has participated as a party related to providing the firm's proposed services during the past ten years. n. Provide disclosure of all convictions or fines assessed against the firm of any of its officers or directors for violations of State or Federal law. The City reserves the right to reject any or all proposals in whole or in part, waive informalities, allow correction of errors or omissions, negotiate individually with one or more firms, request supplemental proposals, and clarify or explain any part of the submitted proposal. Contract award will be based on the selection of the firm deemed most qualified, providing the best value, as well as successfully concluding scope/fee negotiations. Approval by the North Canton City Council and Board of Control is also required. The firm to whom the award is made will be notified at the earliest possible date. Tentative acceptance of the proposal, intent to recommend the award of a contract, and actual award of the contract will be provided by written notice sent to the firm at the address designated in the proposal. All proposals must be valid for at least 180 days from the due date of the proposal.
