The City of San Marino is seeking a consultant to manage, coordinate, prepare, and administer the development of an update to the City's LHMP. The scope of services will include but are not limited to the following: Planning & Organization a. Conduct necessary research and analysis to prepare a written LHMP as prescribed by FEMA's Local Mitigation Plan Review Guide and the State Local Hazard Mitigation Planning Program. Prepare and organize documents that thoroughly describe modes of implementation, methodology, and project management strategies or techniques that the Consultant intends to use working on the plan updates. b. Hold initial Kickoff Meeting with the LHMP Project Team and local stakeholders. Prepare a Work Plan and General Schedule of meetings. c. Coordinate public outreach workshops to ensure that San Marino residents and business owners can participate in the plan updates. d. The planning phase should also incorporate refining the scope of services provided by the City and creating a realistic schedule of necessary steps needed to complete the LHMP updates. 2. Risk & Vulnerability Assessment a. Identify assets and potential loss of assets within the San Marino community. b. Identify, profile, and integrate all hazards and mitigation measures, both natural and manmade, that threaten the City. Hazard categories may include but are not limited to flood, wildfire, earthquake, severe weather, nuclear, climate change, geologic and soil, and other man-made hazards. Describe geographic location including graphics using Geographic Information Systems (GIS). c. Create a hazard profile that includes an overall summary and the specific impact on the community. d. Document all findings and analyses including technical data and output relevant to the risk assessment.
