GCS reserves the right to reject any and all proposals not considered to be in the best interest of GCS, to negotiate with one or more of the companies submitting proposals, or to reject all proposals. BID QUESTIONS Upon review of the RFP documents, vendors may have questions to clarify or interpret the RFP to submit the best proposal possible.
