SYNOPSIS: INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Expand and Consolidate Primary Care project at the Northern Arizona VA Health Care System (NAVAHCS) at 500 Hwy 89N, Prescott, AZ 86313. This is a Construction project. PROJECT DESCRIPTION: The Contractor shall renovate 15,407 square feet of space and construct 4,609 square feet of new space at Building 117. The space will be converted from the current mixed-use exam, support services, administration, and office space to a PACT model primary care space. The project space will be vacant during the construction. Building 117 is not listed as a historic structure on the National Register of Historic Places (NRHP). However, it is on the Fort Whipple Historic District. A significant effect this has on construction is the requirement for an archaeological monitor to be present during any excavation work. This includes all excavation work, regardless of the depth. Work includes, but is not limited to general construction, site work, structural, civil, architectural, interior design, fire protection, plumbing, mechanical, and electrical work. The completed construction of the site preparation will satisfy all requirements assuring compliance with all applicable local, state, and VA/federal codes and guidelines. PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract utilizing the Construction approach (Final Specifications and Drawings will be provided). This project is planned for advertising in December 2023. In accordance with Veteran Affairs Acquisition Regulation (FAR) 36.204, the magnitude of construction is between $10,000,000 and $20,000,000. The North American Industry Classification System (NAICS) code for this action is 236220 with a size standard of $45.0 million. The duration of the project is currently estimated at 365 calendar days from the issuance of a Notice to Proceed. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process.
