The Rock Valley College chilled water loop glycol project consists of draining the existing system and replacing the current water with a mixture of water and propylene glycol. The system will require 7500 gallons of Propylene glycol 98% glycol with a 2% inhibitor. The current chilled water system at Rock Valley College is approximately 22,000 gallons total. The awarded contractor will be responsible for all supply the define glycol and all related materials to convert RVC's existing system to a 35 percent glycol mixture. The awarded contractor is responsible for delivery of material to Rock Valley College main campus located at 3301 N Mulford Road, Rockford IL 61114. Rock Valley College reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding. QUESTIONS: Must be submitted no later than October 9, 2023 at 5 pm via email to Karen Kerr at k.kerr@rockvalleycollege.edu o Material Procurement: o 7,500 gallons of Propylene glycol with a composition of 98% glycol and 2% inhibitor. o Total Volume: o The chilled water loop system has a total volume of approximately 22,000 gallons. o Responsibilities of the Awarded Contractor: o The contractor is responsible for purchasing all material and delivering the required glycol material to Rock Valley College located at 3301 N Mulford, Rockford IL 61114. o Overseeing any pumps, pump trucks or other equipment needed for safe and efficient delivery of the glycol into the RVC chilled water system. o Installing all materials, which would include the mixing of the glycol with water. o Ensuring that the glycol-water mixture in the system reaches a concentration of 35% glycol or can withstand temperatures as low as -30F. o Coordination with RVC personnel as described in the bid. o To ensure installation is conducted in a safe manner. Any spill of glycol during the installation process will be the responsibility of the awarded contractor. Should a spill result in the need for additional glycol to ensure RVC has received 7,500 gallons shall be the responsibility of the awarded contractor. o Contractor is responsible to have all the necessary insurance requirements listed in the bid documents. o Contractor is responsible to comply with all State, Local, and Federal regulations for this project, this includes but is not limited to the following: State and Federal EPA regulations. OSHA regulations. State and Local laws, ordinances or other regulations. o RVC Responsibilities: o Coordination with the boiler house is crucial for running pumps and opening valves at the right time to integrate the glycol mixture into the chilled water 14 | P a g e loop system. RVC will provide three personnel to assist in completion of this project. o RVC will also provide any water that needs to be added to the RVC chilled water system. o Purging Air and Testing: o The contractor shall work with Boiler House personnel and inspect each building listed below to ensure the system is thoroughly purged of all to ensure proper operation. Classroom building Two: 2 pumps Educational Resource Center: 4 pumps Woodward Technology Center: 2 pumps Student Center: 2 pumps Physical Education Center: 5 pumps Boiler House: 7 pumps o Comprehensive testing of the system should be conducted to verify its performance and stability. This test will consist of checking all blow down values to ensure air is removed and checking approximately 22 pumps o Project Timeline: o The project must be completed no later than November 3, 2023, with the possibility of finishing earlier if feasible. o Required Mixture Ration o The mixture ratio for the entire RVC chilled water system should be 35% glycol or 30 below 0. The glycol shall contain 2 percent inhibitor. The contractor is responsible to work with RVC Boiler House personnel to ensure the proper mixture ratio is achieved. The BEP Goals for this project are as follows: The aspirational goal is to award thirty percent (30%) of the total dollar amount of any contract resulting from this bid. Rock Valley College is a comprehensive two-year community college in Rockford, Illinois, offering more than 100 courses for transfer, career programs, and certificates. Rock Valley College is accredited by The Higher Learning Commission and is a member of the North Central Association of Colleges and Schools. Rock Valley College is also recognized by the Illinois Board of Higher Education and by the Illinois Community College Board. Objective Rock Valley College is seeking bids from contractors to provide 7500 gallons of Propylene glycol, 98 percent glycol with a 2 percent inhibitor.
