SCOPE OF WORK 3.1 INDEPENDENT COST ESTIMATE (ICE) REQUIREMENTS Prepare ICEs corresponding to the appropriate degree of project definition of the Contractor’s design. Estimates will be developed using current available pricing for wage and equipment rates (i.e., material pricing will depend on the quote and the amount of time for which that quote is fixed). All estimates shall represent realistic costs given known and/or predictable conditions. Early ICEs may include limited items of “plug” pricing, which will be note as such. M&N employs the Heavy Bid™ construction cost estimating software developed by Heavy Construction System Specialists (HCSS). Prepare each ICE in accordance with ASTM Standard E2516-11 Standard Classification for Cost Estimate Classification System. Each estimate will include detailed reports of item-by-item breakdowns of construction costs presented in the ICE’s estimating software output files. M&N will communicate with the PMC by electronic file exchange for contract documents and progress calls as needed, with the intent of preparing ICEs that appropriately correspond to the Contractor’s design. Terminal 1 ICE T1 is currently programed to be 870 feet long and 120 feet wide with two access trestles. It is currently programed to be constructed in the 2026 through 2028 timeframe. See Attachment 1 T1 30% design package for reference. The T1 65% design is being prepared by the DOR and is currently scheduled to be received mid November 2023. This design package will be used as the baseline to establish basic design and estimating features including mobilization, demolition of existing facilities, furnishing, and installing piling, pile caps, decking, fenders, an impressed current cathodic protection system, water, and fire protection, electrical and lighting, earthwork, shoreline armoring and stabilization, and related details. Quantities, detailed estimates, and unit prices will be established for this baseline case. Terminal 2 ICE T2 is currently in the planning phase and several alternatives are under discussion. T2 is currently programed to be 938 feet long and 69 feet wide with three access trestles. It iscurrently programed to be constructed in the 2029 through 2030 timeframe. A preliminary 15% design of T2 has been completed and will be provided. It is currently envisioned that T2 will be designed with a high degree of modularity with T1. That is, wherever possible similar design details will be used. Therefore, the T1 ICE estimate values will be used in a modular fashion to provide estimates for T2 including several alternatives.
