Site work and paving for a mixed-use development in Pullman, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Pullman, Washington is requesting statements of qualifications (SOQs) from qualified consultants to provide design engineering services for Airport Road Multimodal and Regional Access Improvements (the Project). This consultant agreement is expected to be in place in January 2024 through February 2025 with the option for the City of Pullman to extend it for additional time and money if necessary. A Local Agency Professional Services Cost Plus Fixed Fee Consultant Agreement will be the contract document for this work. The City of Pullman reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. PROJECT DESCRIPTION The Project design shall include reconstruction of 2.1 miles of Airport Road into a complete street with the following improvements: a wider roadway section, shared use bike path, intersection roundabout and pedestrian sidewalk. The Project design shall also include storm sewer, landscaping, signage, striping, street lighting, and other miscellaneous roadway appurtenances and improvements. This project has a 14% mandatory DBE goal for consultants on this project. The major features of the project are as follows: Completing all project environmental documentation and permitting including but not limited to NEPA. Implementation of a Public Involvement and Community Outreach program for the Project design. Developing right-of-way plans so that right-of-way can be acquired in a subsequent project phase. Developing right-of-way acquisition cost estimates. Obtaining FAA approval of the Project including FAA approvals for all necessary right-of-way acquisitions needed on PMRA property. Completing final design engineering documents, including a drainage report, for the Project including all essential design elements noted in the RAISE grant application project narrative. It is anticipated that approximately 50% and 90% design documents will be provided for City review and comment, prior to completing the final design engineering documents. The final deliverable should be a bid ready set of plans, specifications, and cost estimate. The City reserves the right to negotiate future (water utility design, sewer utility design, right-of-way, construction) phases of this project with the selected consultant regardless of the funding source. EVALUATION CRITERIA It is anticipated that the consultant selection will be shortlisted to three firms using the following basis: Understanding of this project (30%) Firm and principal qualifications (5%) Project manager qualifications/expertise and related similar experience (20%) Support personnel qualifications/expertise (10%) Demonstrated ability to meet schedule (15%) Familiarity with WSDOT /FHWA standards (10%) Approach to meet the DBE Goal (10%) A telephone interview will then be utilized with each of the three shortlisted consultants in order to ultimately select a consultant. Telephone interviews, will be scheduled as soon as practicable, probably in December 2023. The City also reserves the right to continue with the selected consultant on future phases of the project at its sole discretion.
