Site work and new construction of a recreation facility in Columbia, South Carolina. Design plans call for the construction of a recreation facility; and for site work for a recreation facility.

Description of Project: The project will include designing facilities and site to achieve the listed program details. Selected firm may incorporate design from the provided rendering or totally redevelop the concept on the selected site. See Exhibit A for Conceptual Drawings. 1.1. It is important that the facilities have a clear view of the river 1.2. Centralized bio-facts storage 1.3. Kitchenette/event prep area 1.4. Restrooms accessible from both inside and out to service a building as well as outdoor activity space that allow for separation of adults from students 1.5. Access to outdoor sinks in relation to outdoor activity areas 1.6. Small first aid room, chair, cot sink and storage cabinet reasonably close to a restroom 1.7. Outdoor fire pit or area where purchased fire pit could be placed 1.8. IT and Technology Equipment to be purchased by owner as part of the Soft Cost 1.9. Classrooms should be separated by movable partitions so room size can vary from 4 to 1 large room. Due to the importance of all bidders having a clear understanding of the scope and requirements for this project, attendance at this meeting is required. Each offeror shall fully acquaint themselves with conditions relating to the scope and restrictions attending the execution of the work under the conditions of this proposal. The failure or omission of a proposer to acquaint themselves with existing conditions shall in no way relieve him of any obligation with respect to this proposal or to the contract. Riverbanks Zoo and Garden ("Zoo") is seeking a Design Team to refine a conceptual drawing and then complete all documentation required for permitting, proposing, and construction. "Design Team" shall be defined as A/E disciplines whether internal to the proposing firm or outsourced including Lead Architect, Interior Design, and all engineering disciplines required for project. Firms with educational facility design and specifications with a history of maximizing available funding should expect to be competitive in the selection of the design team for this Project. An award resulting from this request shall be awarded to the responsive and responsible offeror whose proposal is determined to be most advantageous to the District, taking into consideration cost and the evaluation factors set forth herein; the right is reserved to reject any and all proposals received, and, in all cases, the District will be the sole judge as to whether an offerors proposal has or has not satisfactorily met the requirements of this RFP. Five (5) preference points will be given to in state (South Carolina) and or minority owned businesses. An evaluation committee has been established to review and evaluate all proposals submitted in response to this Request for Proposal. The committee shall conduct a preliminary evaluation of all responsive performance data. Based upon this review, the cost proposals of the highest rated offeror(s) will be reviewed. Based on the results of the preliminary evaluation, the highest rated offeror(s) may be invited by the Procurement Officer to make oral presentations to the Evaluation Committee. This committee will then conduct a final evaluation of the offerors. The Evaluation Committee shall then negotiate a proposed contract with the highest qualified offeror. At the time the proposed contract is negotiated, the offeror and the Evaluation Committee may negotiate any changes desired in the Request for Proposal if deemed in the best interest of the District. If a satisfactory proposed contract cannot be negotiated with the highest qualified offeror, negotiations will be formally terminated. Negotiations shall then be undertaken with the second most qualified offeror and so on.
