The project consists of furnishing all supplies for and constructing a raw water main, meter vault, electrical service, associated site improvements and placing it in operation. Withdrawal of bids bids may not be withdrawn for a period of 60 days after the actual date of opening thereof. This time period may be extended by mutual agreement of the owner and any bidder or bidders. 9. Right to reject bids the owner reserves the right to waive any irregularities and to reject any and all bids. All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer in writing. Interpretations or clarification considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding.
