The City of Hayward (City) is seeking proposals from qualified engineering firms for engineering and design services and construction support for the 2024 Water Line Replacement Project At Various Locations throughout the City. The scope of services to be provided by the Consultant includes the following tasks: Task 1 - Project Management and Coordination Task 2 - Pre-Design Services Task 3 - Design Services Task 4 - Bid Support Services Task 5 - Construction Support Services Task 6 - Assistance with CEQA & Various Organizations Task 7 - Additional Services The consultant may also submit a proposal for both the 2024 Water Line Replacement Project and the 2024 Sewer Line Replacement Project. See Item 5a below under Section 3.2. Overview of Selection Process and Proposal Requirements for further information. the City Council Adopted Strategic Roadmap to invest in water infrastructure, the City aims to upgrade the water distribution system by replacing approximately 2.5 miles of water pipelines annually. The primary objectives of the program are to improve the City's water distribution system, continue to provide adequate fire flow, and enhance the water supply reliability of the water distribution system. This 2024 Water Line Replacement Project At Various Locations involves replacing approximately 24,695 feet of existing 6, 8, and 12-inch cast iron and asbestos cement water mains at various locations throughout the City. The City has a population of approximately 160,000 residents and is serviced by approximately 375 miles of water distribution pipelines. The City obtains its entire water supply from the San Francisco Public Utilities Commission (SFPUC). Water is delivered to the City by transmission pipelines and pump stations to boost pressure when necessary. The distribution system consists of 8 main pressure zones, 16 water storage tanks, and 7 pump stations delivering water to upper pressure zones. The City has approximately 37,500 service connections in various sectors such as commercial, industrial, residential, and institutional/governmental. The City compiled a water line replacement list, as shown in Attachment 1, which includes water mains that are selected for replacement for a variety of reasons including being undersized, having exceeded service life, frequency of breaks, and/or upgrades needed for supply reliability and fire flow improvements. The engineering and design services to be performed include reviewing existing information on water mains and appurtenances listed in Attachment 1, assessing the repair, replacement, or rehabilitation options of these facilities, and preparing the specifications, construction plans, and cost estimates based on the selected construction method. The water map book sheets for these pipe segments are shown in Attachment 2. The City has record drawings and as-builts for some of the existing water mains, which can be provided upon request to the consultant during the RFP and will be provided to the selected consultant for use during design. However, there are water lines where there is no or limited information as-built information, and the consultant may need to pothole and locate if necessary to develop profile information. Deadline for Submitting Comments for the City's Professional Services Agreement: October 13, 2023, 3:00pm All questions must be submitted to the Question & Answer portal within the City's project posting by 3:00 pm Monday, October 30, 2023. This will allow sufficient time for any addenda to be issued by the City to all bidders. Review Period of Proposals: November 30, 2023 Interview (finalist): December 5, 2023 Recommendation to Council: January 16, 2024 The City reserves the right to reject any and all proposals, to contract work with whomever and in whatever manner the City decides, to abandon the work entirely and to waive any informality or non-substantive irregularity as the interest of the City may require and to be the sole judge of selection process. The City also reserves the right to negotiate separately in any manner to serve the best interest of the City. The City retains the right at its sole discretion to select a successful proposer.
