2024 SEWER LINE REPLACEMENT PROJECT AT VARIOUS LOCATIONS ENGINEERING AND DESIGN SERVICES The City of Hayward (City) is seeking proposals from qualified engineering firms for engineering and design services and construction support for the 2024 Sewer Line Replacement Project At Various Locations throughout the City. As part of the City Council Adopted Strategic Roadmap to improve sanitation infrastructure, the City aims to upgrade the sanitary sewer collection system by replacing 2.5 miles of sewer pipelines annually. The primary objectives of the program are to improve the capacity of the City's sewer collection system, prevent sanitary sewer overflows, and maintain the operability of the collection system. This 2024 Sewer Line Replacement Project At Various Locations involves repairing, rehabilitating, replacing, rechanneling, or installing approximately 28,632 feet of sewer line segments, manholes, and appurtenances at various locations throughout the City. The City has a population of approximately 160,000 residents and is serviced by approximately 325 miles of sewer mains and nine sewage lift stations. The collection system conveys the wastewater flow to the City's Water Pollution Control Facility (WPCF). The WPCF treats an average of 11.3 million gallons per day of wastewater generated by the City's residents and businesses. The City compiled a sewer line replacement list, as shown in Attachment 1, which includes sewer mains that are selected for replacement for a variety of reasons including being undersized, having exceeded service life, and frequency of maintenance and overflows. The engineering and design services to be performed include reviewing existing information on sewer mains, manholes, and appurtenances listed in Attachment 1, assessing the repair, replacement, or rehabilitation options of these facilities, and preparing the specifications and construction plans based on the selected construction alternatives. The sewer map book sheets for these pipe segments are shown in Attachment 2. The City has record drawings and as-builts for some of the existing sewer mains, which can be provided upon request to the consultant during the RFP and will be provided to the selected consultant for use during design. However, there are sewer lines where there is no or limited as-built information and the consultant may need to pothole and locate if necessary to develop profile information. The City also reserves the right to negotiate separately in any manner to serve the best interest of the City. The City retains the right at its sole discretion to select a successful proposer.
