a. Feasibility Analysis and Assessment i. Analysis should include, without limitation, the assessment of existing conditions. The City has roughly defined the likelihood of a potential geographic area of the Downtown based on the needs and challenges of local property owners and merchants, however, the prospective consultant should include analysis on the benefits of further defining the area. ii. The work also includes preparing a report to the City detailing the feasibility of establishing a PBID, any challenges, and likely factors for success. iii. Based on the feasibility analysis and assessment, the consultant should provide a recommendation on what type of improvement district would be most feasible. b. Stakeholder Outreach and Defining of Need i. Consultant will conduct outreach, including one-on-one meetings with key stakeholders including but not limited to City staff, business owners and representatives, property owners, and key community members. ii. Outreach will also include collaborating with a working group of emerging leaders from the Leadership Council of San Mateo County. This group will be tasked with assisting with the formation of a downtown revitalization steering committee and will be involved in stakeholder outreach in the downtown area. The City expressly reserves the right at any time to Waive or correct any defect or informality in any response, submittal, or submittal procedure; Reject any or all submittals; Reissue a Request for Proposals or any other type of solicitation document.
