Renovation of a parking garage in Philadelphia, Pennsylvania. Conceptual plans call for the renovation of a parking garage.
The Philadelphia Parking Authority has released Jefferson Garage Development. The Authority is seeking proposals that will include the demolition of the existing Autopark at Jefferson Garage, located at 10th and Ludlow Streets (“Site”), to be replaced by a mixed-use development to include a new above ground public parking garage of approximately 650 spaces to be owned by the Authority. Ground level retail and such other uses at this Site and maximize the value of the real estate/air rights to best serve this public-private partnership (“Project”). In issuing this RFP, the Authority is seeking proposals from developers to acquire, design, finance, construct, manage and market the proposed development of the Project in accordance with the goals and specifications of this RFP. The Authority is seeking qualified, experienced, financially strong, technically capable developer(s) or development team(s) (hereinafter, collectively, the “Developer”) that can work collaboratively with the Authority and other interested parties to propose a financially viable development plan for the Project that meets the public goals and zoning requirements outlined herein. Interactions between the Authority and the selected development team during the development process will be outlined in formal agreement(s) among the relevant parties. The anticipated Project is intended to develop a new parking facility to be owned by the Authority, enhance the economic development of the Center City Commercial Mixed-Use District in Philadelphia and provide economic benefits to the Authority to be presented as part of this RFP by the Offeror. Prospective Offerors must register for this solicitation using the Offeror Registration Form (control-click to follow link), prior to the mandatory Pre-Proposal meeting on Friday, October 27, 2023. Due to file size restrictions, the RFP document will be emailed to the email address provided on the Registration Form. Prospective Offerors are encouraged to submit questions concerning the RFP in writing no later than Wednesday, December 6, 2023 at 12:00 PM. Questions concerning this RFP are to be submitted via the Question Submission Form using the link below: https://app.smartsheet.com/b/form/4086353495114004ac1f8eb9901c9e64 Questions must be in Word format and uploaded using the Question Submission Form. Only questions submitted via the Question Submission Form will be addressed. Questions received by Friday, November 10, 2023 at 12:00 PM will be addressed in Addendum #1. Questions received by Wednesday, December 6, 2023 at 12:00 PM will be addressed in Addendum #2. Responses to all questions and clarification requests will be provided through a written addendum that will be emailed to all eligible Offerors and posted to the Authority’s website, www.philapark.org. Responses will not be official until they have been verified, in writing, by the Authority. The Authority will not be bound by any verbal information, nor will it be bound by any written information that is not either contained within the RFP or formally issued as an addendum by the Authority. The Authority does not consider questions to be a protest of the Work Statement or of the solicitation Update as of 10/26/23: Due to construction in Jefferson Garage, parking spaces are limited, and parking will not be available at the garage for the site visit. You may park at the Authority's Parkade on 8th Street garage and your parking will be validated after the meeting and site visit conclude. The Pre-Proposal meeting will take place at our Headquarters, located at 701 Market Street, Suite 5400, Philadelphia, PA 19107 followed by a site visit at Jefferson Garage. We will walk from our headquarters to Jefferson Garage, which is approximately three blocks from our offices. The meeting and site visit should last approximately 2 hours.
