Work on which proposals are invited consists of furnishing all labor, materials, equipment, supplies, equipment, tools, skills, and supervision necessary for the satisfactory completion of right-of-way and ditch maintenance services. This contract is of indefinite duration, indefinite quantities and will be comprised of one or several mini projects issued via Purchase Order. The exact number of purchase orders is unknown at the time of the bid. Right-of-way and ditch maintenance services include, but are not limited to: litter, leaves, and debris/trash pick-up and disposal prior to mowing; branch removal and placement in designated location; mowing of all grass areas (include bottoms and sides of ditches); grass border trimming or edge trimming adjacent to curbs, sidewalks, pavement, driveways, parking areas, buildings, property lines, etc.; string trimming around posts, fences, trees, monuments, hedges, planter beds, mulched areas, etc.; blowing all trimming, leaves, clippings, and debris off the roadway, sidewalks, paths, walkways, driveways, parking lots and other surfaces. All questions shall be directed to the City of Biloxi Engineering Department at engineering@biloxi.ms.us. The contract shall end June 30, 2024, for the basic period of performance. The City of Biloxi, at its sole discretion, may exercise five (5) separate option periods of up to six (6) months each. If exercised, the first option period shall end December 31, 2024;
If exercised, the second shall end June 30, 2025;
If exercised, the third shall end December 31, 2025;
If exercised, the fourth shall end June 30, 2026;
And if exercised, the fifth shall end December 30, 2026.
The successful bidder will be required to furnish a ONE HUNDRED THOUSAND DOLLAR ($100,000) Payment and Performance Bond. Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashiers Check or Certified Check in the amount of 5% of the amount of the bid. Such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the accepted Bid and/or execute the Contract and Post Performance and Payment Bond as required within the time specified.
The City reserves the right to reject any and all bids and to waive any informality in the proposal accepted. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
