The construction of New Castle County Vocational Technical School District Hodgson Vo-Tech High School Sitework and Utilities located in Wilmington, Delaware This project is a pilot project authorized bySB 160, Section 34, inwhich seven percent (7%) of the contractors for the project are DBEs. Non-DBE contractors may achieve the seven percent (7%) by hiring DBE firms as subcontractors or having their subcontractors hire DBE firms. All DBE firms must be registered with either the Delaware Department of Transportation or the Delaware Office of Supplier Diversity. The percentage requirement and the registration requirements will remain in place for the length of the project. The selected project, NewCastle County Vocational Technical School District's Hodgson Vo-Tech, includes a cooperative program in which students from Vocational Technical schools will work on the project in compliance with 19 Del. C. ch. 5. Bids will be evaluated based on a best value process that is described in the Instruction to Bidders. A bid security in the amount of ten percent (10%) of the bid, plus a consent of surety must accompany each bid. Bid Security shall specify the Owner as the obligee. All bid questions must be submitted electronically. All bid questions must be submitted by Tuesday, October 10, 2023. Conformance to the Delaware Architectural Accessibility Act and the standards of the Architectural Accessibility Board is required on the Project. Prevailing Wage Rates, as directed by Delaware Law, must be adhered to where applicable. Davis-Bacon Act wages, in accordance with Subchapter IV of Chapter 31 of Title 40USC, must be adhered to. Contractors must pay the higher of the two rates. Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender identity or national origin in consideration of this award, and Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business Enterprises will be afforded full opportunity to submit bids on this contract. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days' notice by certified delivery, facsimile machine, or other electronic means to those bidders receiving plans Document notes: In order to obtain access to biddable documents on the EDiS Once the plans request is approved and you want to receive the biddable plans submit your request for access to the FTP site via email to Jackie McKee at jmckee@ediscompany.com.
