Well #3, installed by the County in 2015, is the primary source for potable water serving the seven County buildings at the County Services Complex. The well is located in the middle of a field adjacent to 3285 122nd Ave and has a gravel access road off 122nd Ave with a turnaround at the well. The well's performance has significantly declined in recent years producing 103 gallons per minute (GPM) and 115' of total dynamic head (TDH) in 2022 compared to 115 GPM and 108' TDH this year. Contractor shall disconnect, pull, clean and inspect the submersible pump and perform basic maintenance on its component parts on-site or at Contractor's facility. The repair, refurbishment or replacement of any pump components not covered under basic maintenance must be quoted and approved by the County. While the pump is pulled, Contractor shall clean and rehabilitate the well using a Contractor supplied cleaning pump, tank and appropriate chemicals regularly testing the water to adjust the chemical mixture as needed for the well's chemistry and sampling to ensure that the well is ready to be put back into service. Once the well is clean, Contractor shall re-install and re-connect the submersible pump, bring the well on-line and complete final water sampling. During the period of time that Well #3 is offline, the County can and will draw water as necessary from a secondary well that is integrated into the County Services Complex water system. Contractor Inquiries - due by 3:00 p.m. on 10/12/2023. Should Contractor find any discrepancies, omissions, ambiguities, or conflicts within the RFP packet, be in doubt about their meaning, or have any questions about the RFP process or the scope of work, they should bring such questions in writing to the attention of: Patti Wartella - Project Management Specialist Allegan County - County Services Building 3283 122nd Ave Allegan, MI 49010 projects@allegancounty.org County Response - posted by 5:00 p.m. on 10/13/2023. The County will compile and review all questions received from contractors and post responses to the County website as an RFP Clarification. Clarifications modifying the Agreement or Scope of Work will be incorporated into the final Agreement. The County will not be responsible for any oral instructions. A written request for the withdrawal of a proposal or any part thereof will be granted if the request is received by the Project Management Specialist prior to the specified proposal due date and time. Proposals, amendments thereto, or requests for withdrawal of proposals received by the Project Management Specialist after the specified proposal due date and time will not be considered. The County reserves the right to reject any and all proposals or to accept the proposal or any part thereof which it determines to best serve the needs of the County and to waive any informalities or irregularities in the proposals. While cost is a factor in any contract award, it is not the only factor and may not be the determining factor.
