Demolition, site work and renovation of a civil project in Doylestown, Pennsylvania. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
As of December 6, 2023, the project has not been awarded. A timeline for award has not been confirmed. work that includes the replacement of (a) domestic water supply pumps, (b) fire pump system and associated valves, piping, and (c) diesel fueled standby generator. Work also includes demolition of stripping tower, new variable speed drives, and miscellaneous building and electrical modifications at the Cross Keys pumping station. All proposals shall be submitted in accordance with INSTRUCTIONS TO BIDDERS. A Certified Check or Bid Bond drawn to the order of Doylestown Township Municipal Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted as bid security. Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for Bidders and Contractors under these enactments are explained in the Specifications. Question Deadline 10/31/2023 at 4:00 PM ET Questions regarding this project must be submitted online via electronically, All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer by clicking on the Questions tab within web portal. The Doylestown Township Municipal Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted; and also reserves the right to waive any informality in bids received, but any contract awarded will be to the lowest responsive, responsible bidder. Except as otherwise provided by law, no Bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants. The Work to be done under this contract consists of all labor, equipment, and materials to Install stand-by generator, and automatic transfer switch (ATS), fire pump, fire pump control panel, diesel fuel tank for the fire pump, process pumps, new interior and exterior doors, pipe, valves and fittings, main circuit breaker, panelboards, sure protective device lights, receptacles, electric unit heaters, fans louvers, and dampers, variable speed drives, as shown on the Drawings and described in the Specifications. The work is included in two contracts: Contract 2023-1 for General Construction, 2023-2 for Electrical Construction. A separate Contract will be awarded to the SI as a direct negotiation between the Authority and the SI. The general extent of the work for each contract includes but is not limited to, the following: Contract 2023-1: General Construction a. The work to be performed under this contract includes providing all labor, equipment and materials to construct the work consisting of but not limited to demolition of the existing fire pump, fire pump control panel, fire pump diesel fuel tank, and fuel lines. The Contract also includes demolition of the air stripping tower, associated blower, blower air piping, clear well piping, clear well pumps, process pumps, (interior and exterior) piping, fans, louvers, and electric unit heaters, interior and exterior doors, fencing and other items as necessary or shown on the drawings. b. New construction includes, providing a fire pump complete with valves, fuel tank, fuel piping, process pumps and piping, Interior and exterior piping, valves restraints and supports, interior and exterior doors, painting, electric unit heaters, fans, louvers, dampers, building repairs to walls, relocation of floor drain, pouring equipment pads and piping thrust blocks, The GC shall be responsible for all erosion and sedimentation control measures, excavation, backfilling and restoration. The GC shall perform testing and disinfection of the piping. The GC is responsible for labeling, identification, and marking of equipment and devices. The GC shall perform all restoration of building walls and exterior ground surfaces. The GC shall install instrumentation supplied by the SI including flowmeter and pressure transmitters. The GC shall provide fan control panel. The GC shall provide portable bathrooms as described in specification section 01 50 00 - Construction Facilities and Temporary Controls. The GC shall provide start-up, training, and documentation. c. In addition, the General Contractor shall be responsible for overall coordination of the project including establishing and maintaining the overall construction schedule for the project. 2. Contract 2023-2: Electrical Construction a. The work to be performed under this contract includes providing all labor, equipment and materials to construct the work consisting of but not limited to providing temporary power, making safe pumps and other electrical devices to be demolished by the GC. The EC shall perform demolition of panelboards, circuit breakers, wire and conduit, receptacles, lights, standby generator, automatic transfer switch, variable speed drives and other items as necessary or shown on the drawings. b. New construction includes, providing a new standby generator, associated ductbank, generator pad, ATS, main circuit breaker, panelboards, surge protective device, variable speed drives, raceways, conductors, receptacles, luminaires, switches, boxes, labeling, and identification. The EC shall provide raceways, grounding, and conductors to interconnect equipment, pumps, VSDs, instrumentation, fans, dampers, and electric unit heaters. The EC is responsible for his own excavation and backfilling. Note that the GC is responsible forrestoration. The EC shall provide electric studies including short circuit study, coordination, and arc flash report and labeling. The EC shall provide training, start up and O&M documentation. The EC will provide wire and conduit to interconnect the field instruments, VSDs, and other devices to the SCADA / Pump Control Panel. The EC shall make all field side terminations. The SI will make all SCADA / Pump Control Panel Input and Output terminations. The EC shall provide Wire and Conduit to interface the SCADA / Pump Control Panel to the Mission SCADA Panel. The EC shall make terminations in the Mission SCADA Panel. 3. The SI shall be responsible for providing a SCADA / Pump Control Panel to monitor and control the process pumps, monitor other devices and interface with the Mission SCADA Panel. The SI will supply instrumentation including flowmeter and pressure transmitters. The SI shall turn the instrumentation over to the GC who will be responsible for installation of the instruments. The EC will be responsible to provide the wire and conduits to interconnect the instruments. The SI shall provide all of the programming and will make terminations within the SCADA / Pump Control Panel. The EC shall make all field side terminations. The SI will make all SCADA / Pump Control Panel terminations.
