Renovation of a municipal facility in Stevensville, Maryland. Completed plans call for the renovation of a municipal facility.

This project consists of the Contractor providing all labor, equipment, materials, supplies, insurance, etc., necessary to remove and replace the existing HVAC System, located at NRP Office Building. The property is located at 400 Pier Avenue, Stevensville, Maryland, 21666 in Queen Anne's County. Please carefully read the Detailed Specs in its entirety. Please note the Qualifications of the Contractor. Please upload all attachments together as ONE BID PACKAGE attachment only! If the project requires any specific type of license, please put the license number(s) on the Bid Form attachment. We strongly suggest attending the pre-bid meeting. A fully responsive bid will require all affidavits and Bid Form to be completed in its entirety. (Bid Form, Bid Proposal Affidavit, Conflict of Interest Affidavit, Contract Affidavit, Bid/ Offeror Info Sheet and any addendum (if attached, must be signed & dated). The project Classification for this solicitation is : Under $100,000. Please submit all questions regarding this project in writing by emailing Shenika Jackson, Shenika.jackson2@nnaryland.gov. All questions shall be submitted by October 25, 2023, by 2:00 p.m. to allow time for the Project Manager to respond to the questions. 2. BID FORMS: A. The bidder shall submit his/her bid upon the blank form(s) furnished by the Department for this particular contract, to include the Bid Form, Bid Proposal Affidavit, Contract Affidavit, Conflict of Interest Affidavit, Bid Offeror Information Sheet, and any added Addendum. The bidder shall state prices in dollars and cents, in both words and numerals. If there is any conflict between the written words and the numerals, the written words shall govern unless circumstances apparent on the face of the bid make it clear the contractor intended the bid to be based in the amount stated by the numerals. The bid form, if submitted by an individual, shall be signed by the individual; if submitted by a partnership, it shall be signed by such member or members of the partnership as having authority to bind the partnership; if submitted by a corporation, it shall be signed by an officer, and attested by the corporate secretary or an assistant corporate secretary. If not signed by an officer, as aforesaid, there must be attached a copy of that portion of the By-Laws or a copy of a Board resolution, duly certified by the corporate secretary, showing the authority of the person so signing on behalf of the corporation. Any contractor calling itself a "joint venture" shall be, as between the contractor and the State, an ordinary partnership, whose partners are liable to the State as provided in Corporations and Associations Article 9-307 of the Annotated Code of Maryland. 5. COMPLETION TIME AND LIQUIDATED DAMAGES: A. The Contractor agrees that the price will be firm for a time period of ninety (90) calendar days from the bid opening date to execution of the contract by the State. The work shall be completed within 60 calendar days from the date of notice to proceed. If the work is not completed within the time period specified, the contractor will be liable for liquidated damages of $150.00 per calendar day as specified in the "General Conditions". 6. AWARD AND EXECUTION OF THE CONTRACT: A. The basis of award will be to the lowest responsive and responsible bidder submitting the lowest Base Bid amount excluding any alternates not awarded. All Unit Prices listed will be evaluated and awarded. IV. DETAILED SPECIFICATIONS A. SCOPE: 1. This project consists of the Contractor providing all labor, equipment, materials, supplies, insurance, etc., necessary to remove and replace the existing HVAC System, located at NRP Office Building. The property is located at 400 Pier Avenue, Stevensville, Maryland, 21666 in Queen Anne's County 2. The project includes, but is not limited to the following: a. Remove and properly dispose of the existing HVAC system, excluding ductwork. b. Design, build, and install a 2.5 ton AC unit, and LP gas furnace, including a 2.5 ton Cased Evaporator Coil system to include connection to existing distribution ducting and return air for the first floor. Approximate size of first floor is 1,520 SF. c. Design, build, and install a 4 ton AC unit, and LP gas furnace, including a 4 ton Cased Evaporator Coil system to include connection to existing distribution ducting and return air for the second floor. Approximate area of the second floor is 2,400 SF. d. System Efficiency shall be No Less than 15 SEER. e. Provide and install new, properly sized, insulated refrigeration line set, per each unit. f. Provide and Install new safety disconnect switches and UV Rated whip to each system. g. Provide and install new digital thermostat for dual-fuel application, per each unit. h, Provide and install proper drip pan, PVC condensate line, and condensate pump as required by design, per each unit. i. Provide and install proper 3" PVC venting for fresh air intake and exhaust, and vent pipe flashing, per each unit. j. Provide and Install new AC unit pad for each unit, k. Make adjustments to existing ductwork/ zones as needed to be most efficient with new system. 1. Provide and install new filter and LP kit. m. Removal and proper disposal of all debris. All prospective bidders are encouraged to attend the Pre-bid conference meeting and familiarize themselves with the requirements for the project. Failure to attend the Pre-bid conference meeting, or visit the site, will not relieve the successful bidder from complying with the requirements of these specifications at no additional cost to the State. No allowance will be made for errors on the Contractors part for failure to take into consideration any conditions or circumstances existing at the site which might affect the specified work. D. SCHEDULE OF WORK 1, Work shall be scheduled through and approved by the Project Manager and Facility Manager. The Contractor shall perform all work Monday through Friday during the normal working hours of 8:00 am to 4:30 pm. unless approved by Project Manager in writing. 2. The Contractor shall notify the Project Manager seven (7) days prior to his start of work. He shall coordinate with the Project Manager and Facility Manager the dates of the Work Initiation Conference, the work, and any closures required. 3. The Site is an active work environment and needs to always remain open to Eastern Maryland NRP workers. 4. All work shall be completed within 60 calendar days of the notice to proceed.
