This is a notice of planned procurement for consulting services to develop a long-range facilities development plan for parks development, recreation services and libraries The City of Vaughan is seeking to retain the services of a multi-disciplinary Consulting Team for the development of a Long-Range Facilities Development Plan for The City's Parks Development, Recreation Services and Vaughan Public Libraires. The Plan will guide use and development of indoor, and outdoor recreation, parks and library facilities, programs and services. The long-range plan will include implementation strategies and recommendation for departments to implement over the course of the next five (5) years (2024-2029) and a long-range outlook that will span over the course of the next ten (10) to twenty-five (25) years (2034-2049). The Plan will also include a ten (10) year-long strategy on identifying and prioritizing future investment opportunities for all three departments. The Plan will be grounded in research and analysis and will be informed by an extensive community and stakeholder consultation process. The Plan will incorporate a proper facility development risk assessment and provision strategies and will take into consideration current and changing legislation such as Bills 108, 109, 138, 197 and recently Bill 23 and will make recommendations that will provide a strategy and identify general areas of priority. The Plan will also assess the impact the pandemic had on service provisions on various user groups to meet community needs and use of City facilities and park spaces. The new Plan will develop a defensible plan and establish a decision-making process guided by facility provision principles and criteria that will allow the City and Vaughan Public Libraires to make short-term and long-term decisions on construction, location, redevelopment and revitalization needs of new facilities based on life cycle, Development Charges reserves, state of good repair programs, Community Benefit Charge reserve, City's revitalization program, Construction Design Standards and Asset Management Program.
