Site work, paving and outdoor lighting for a mixed-use development in Bloomington, Indiana. Completed plans call for site work for a bridge / tunnel; for outdoor lighting for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Work includes replacement of the existing storm culvert system with a new 22' x 4.75' storm culvert approximately 470 feet in length with the upstream end comprised of aesthetically-treated concrete headwall and wingwalls. Also included are approximately 450' of 24" sanitary interceptor sewer replacement and the installation of a small pump station, both with associated temporary bypass pumping. Installation of a new 235' long 8" diameter watermain connection under the new storm culvert is included as an alternate. Restoration of the surface to conditions similar to existing are part of the project, including the reconstruction of the alley pavement, portions of the adjacent parking lots, a section of Indiana Avenue and affected sidewalk, lighting and landscaped areas. A detailed phasing plan to allow access to adjacent buildings and parking facilities is included, and maintenance of traffic and other work incidental and implied by the plans and specifications is to be included in the project lump sum cost. All Bids must be in accordance with the Bidding Documents contained in the project documents on file with the Director of Utilites, City of Bloomington, 600 E. Miller Dr. Bloomington, Indiana 47401. Project documents are available for inspection only at the City of Bloomington Utilities office. Neither the Owner or Engineer has any responsibility for the accuracy, completeness or sufficiency of any bid documents obtained from any other source other than the sources listed herein. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Obtaining these documents from any other source other than directly from the sources listed herein may also result in failure to receive addenda, corrections, or other revisions to the Bidding Documents that may be issued. A properly executed Employee Drug Testing Program Affidavit for a public works project estimated to cost at least $150,000. Each Bidder must ensure that to the greatest extent feasible, opportunities for training and employment should be given to lower income residents of the project area and purchases and/or contracts for work in connection with the project should be awarded toContract Compliance Officer may be contacted at (812) 349-3426, 8:00 am to 5:00 pm Monday through Friday. The Utility Service Board reserves the right to waive any informality and to accept or reject any or all bids submitted. Bids may be held by the Utility Service Board for a period not-to-exceed ninety (90) days from the date of the opening of Bids for the purpose of reviewing the Bids, investigating the qualifications of the Bidders prior to awarding the contract, and awarding the contract. Small business concerns which are located in, or owned in substantial part, by persons residing in the area of the project. The City of Bloomington is an equal opportunity employer, and Bidder shall meet all requirements for equal employment under Title VII of the 1964 Civil Rights Act as amended and under the Bloomington Human Rights Ordinance, as amended. Each Bidder for proposals over $10,000.00 shall submit an Affirmative Action Plan and a Harassment Plan to the City Legal Department. The requirements for the submittal, approval and contents of these plans are fully detailed in the Local Forms section of the Contract Documents. Bidders who fail to submit an acceptable Affirmative Action Plan and an acceptable Harassment Plan by the deadline are subject to disqualification.
