The State of Montana, State Procurement Bureau, on behalf of the Department of Commerce, is seeking a consultant to take a lead role in facilitating a citizen participation process and to provide research, analysis, and preparation of report and information documents in support of Montana's 5-Year Consolidated Plan (the 'Plan'), which will include an analysis of housing, homelessness, community development, public facilities, and economic development issues in Montana. A more complete description of the services is provided in the Questions. Responses submitted to this RFP must comply with the instructions and procedures presented herein.
