Renovation of a mixed-use development in Lynchburg, Virginia. Completed plans call for the renovation of a educational facility.

The Scope of Work includes the construction of a new security vestibule at each of the (3) schools listed: Dunbar Middle School, Hutcherson Early Learning Center, and Paul Munro Elementary School. The conditions vary at each school; however, all three security vestibules will be constructed using aluminum storefront framing and entrance doors. Interior finishes will consist of carpet tile and rubber base and new suspended acoustical tile ceilings. New mechanical units will be installed to serve these vestibules and power and data will need to be provided within the new vestibules as a staff person will be seated at a desk within these vestibules. Removal of existing concrete and pouring of new slabs will be required at two of the locations. New wood doors in new hollow metal frames will be provided at Dunbar Middle School to provide egress and access to the fire stairs. Project Locations: a. Dunbar Middle School, 1208 Polk Street, Lynchburg, Virginia, 24504. b. Hutcherson Early Learning Center, 2401 High Street, Lynchburg, Virginia 24501. c. Paul Munro Elementary School, 4641 Locksview Road, Lynchburg, Virginia 24503. That the Contractor shall commence Work within ten (10) days after Notice to Contractor to Proceed with the Work under Contract ("Notice to Proceed"), with Substantial Completion by August 2, 2024 and Final Completion by August 30, 2024. Owner and Contractor recognize that time is of the essence of this Contract and that the Owner will suffer financial loss if the Work is not completed within the times specified in the Notice to Proceed, plus any extensions thereof. They also recognize the delays, expense and difficulties involved in providing the actual loss suffered by Owner if the Work is not completed on time. Accordingly, instead of requiring any such proof, Owner and Contractor agree that as liquidated damages for certain losses Owner is expected to suffer due to delay (but not as a penalty) Contractor shall pay $200.00 for each day that expires after the time specified for completion. If the Contractor is subject to liquidated damages, the City has the right, but not the obligation, to withhold the liquidated damages from the Contractor's regular payments or retainage. Rights and obligations relating to these liquidated damages are set out more fully in the General Conditions. All requests for clarification of or questions regarding this Advertisement for Bids or for additional information must be made in writing to: Matt Marsteller, CPPB, Procurement Division by email to matthew.marsteller@lynchburgva.gov and received by 3:00 p.m., November 7, 2023. All posted clarifications or addenda must be acknowledged on the Bid Form. Failure to acknowledge the addenda may deem the bid non-responsive. All addenda associated with this project will be posted no later than 3:00 p.m. on November 9, 2023.
