Reference number : 1770386 Deadline for receiving complaints: 2023-10-30 Electronically transmitted submission accepted: Yes, in two documents, a quality document and a separate price document Expected duration of the contract without options (in months): 14 The successful bidder must collect information from trucks arriving at participating CRD sorting centers as well as a visual audit of their contents, as well as the characterization of certain inputs and outputs. More specifically, the successful bidder will notably carry out the planning and coordination of questions as well as characterization activities including all related activities linked thereto, in particular communication with the owners/managers of the planned sorting centers, the collection of information on the origin of the materials shipped to these facilities, the weighing and sorting of the samples collected, the disposition of the sorted materials and the compilation of all the data. The study will be carried out in four parts (information collection, visual audit, input characterization and output characterization) which are defined below. For the purposes of the study, the territory was divided into 6 strata, according to the administrative region of the sorting centers and the population of the towns where they are located. These strata aim to ensure appropriate representativeness across all of Quebec. The 6 strata are as follows: Stratum 1: National Capital Region Stratum 2: Greater Montreal (Montreal, Monteregie, Laval) Stratum 3: Outaouais Stratum 4: Laurentides-Lanaudiere Stratum 5: Peripheral -- less than 40,000 inhabitants Stratum 6: Peripheral -- more than 40,000 inhabitants The collection of information, the collection of samples and the sorting of materials in the locations identified by the applicant will be carried out over four seasons taking place in 2024. These seasons are as follows: Winter: January, February, December Spring: March, April, May Summer: June, July, August Autumn: September, October, November The collection of information and the collection of samples must take place over a maximum period of one week for each participating sorting center and for each season. The successful bidder is asked to carry out sampling in a participating sorting center for a minimum period of three days for a given week, with the exception of periods where the aim is to collect 10 samples, which can be done over 2 days. The number of samples planned for a week must be distributed equally over each of the planned operating days. The contract takes effect on its date of signature and will end when all the obligations provided for therein have been fulfilled, but no later than February 28, 2025 , subject to the right of termination of either Party.
