Bidder's questions will be responded to at that time only. It is suggested, but not required, that any questions regarding the bid documents be submitted to Briget Schwab bschwab@vah.com, prior to the Pre-Bid Conference in order to allow the Village sufficient time to adequately research and prepare a response for the conference. All bidders must be prequalified by the Illinois Department of Transportation category 003 Hot-Mix Plant Mix. Bidders shall comply with the Grant requirements of the Illinois Department of Commerce & Economic Opportunity (DCEO) which has specific requirements toward Business Enterprise Program (BEP) Goals as enumerated on page SP-1 of the Special Provisions. Bidders shall comply with the Prevailing Wage Rate Act, Preference to Illinois Workers Act, Standard Specifications for Road and Bridge Construction (SSRBC), Preference to Veterens of the United States Military and Naval Service Act of the State of Illinois. Bidders will also be required to comply with the applicable equal employment opportunity provisions. Bid bond, cashier's check, certified check drawn on a solvent bank in the State of Illinois, payable without condition to the Village of Arlington Heights in an amount not less than five percent (5%) of the bid, shall be submitted with each Proposal. No bid shall be withdrawn after the opening of the proposals without the written consent of the President and Board of Trustees of the Village of Arlington Heights. The Village of Arlington Heights reserves the right to reject any or all proposals, to waive informalities in bidding and to accept the proposal deemed but the Board of Trustees to be the most favorable to the interests of the Village.
