Joliet Township High School District #204, is Inviting Bids For the Following: Asbestos Flooring and Tsi Material Abatement at: o Joliet Central High School (Culinary Arts) - 201 East Jefferson Street, Joliet, Illinois 60432 The Board Reserves the Right to Waive Any Formality or to Accept Any Informality and to Reject Any or All Bids. Joliet Township High School District #204 (District #204) is seeking bids from qualified asbestos abatement Contractors to perform the removal, disposal and demolition of identified asbestos containing materials as specified from Joliet Central High School. The objective of this project is to remove asbestos containing materials in a safe, legal and costeffective manner. This asbestos abatement specification was developed to provide contractual procedures for an asbestos abatement Contractor to complete the project according to the rules and regulations of the Environmental Protection Agency (EPA) and the Illinois Department of Public Health (IDPH) Asbestos Abatement Act. Contractors are expected to review this specification and inspect the facilities thoroughly prior to submitting their bid. If a Contractor discovers an item that is not covered under the scope of work, the Contractor shall make it known to the Designer prior to submitting his bid. No extras shall be allowed during this project. Therefore, it is the Contractor's responsibility to become completely familiar with the project, its requirements and overall objective. If the Contractor fails to disclose an item that should/could have been discovered during his review of this specification and from inspection of the facility, the Contractor shall not receive an "extra" fee to perform the work once the contract is awarded. It is recognized that Contractors often bid low and hope for extras. This will not occur on this project. The Contractor is expected to investigate existing conditions prior to bidding and to bring to light any concerns or anticipated additions. If new items are identified, they will be formally addressed in the scope of work through addenda, to be competitively bid, allowing all Contractors to have the same chance to bid the new items. The Bidder is to provide with his Bid a detailed schedule of work showing manpower requirements for each work area or zone, and significant work dates, including removal completion, clean air testing, replacement of materials and demobilization. The detailed schedule must at a minimum adhere to the Work Sequencing Schedule detailed Herein this Document. The Bidder agrees that by submitting a Bid, he has the manpower to staff this project as necessary to complete the work as described in the Work Sequencing section of this document. The contractor realizes that he is not allowed to work multiple shifts, night shifts or weekends unless agreed upon by the Owner and Hygieneering, Inc. three days prior to the requested work shift. All premium wages for such additional work, if approved, shall be deemed included in this Bid. JOLIET CENTRAL HIGH SCHOOL BASE BID AREA #1, GROSS REMOVAL (Winter 2023/2024) - Rooms 383, 385 and Women's Faculty Restroom - The work requires the Contractor to remove and dispose of identified asbestos and non-asbestos containing flooring systems including floor tile (all layers), sub-floors, mastics, roofing materials, nails and/or screws and asbestos containing glue dots associated with ceiling tiles and thermal system pipe/fitting insulation from Rooms 383, 385 and Women's Faculty Restroom as specified from Joliet Central High School utilizing gross removal methods from the work area as directed by the project specification of Hygieneering, Inc. See drawings located in Attachment A for location of work area. In addition, the Contractor shall perform the demolition of the lower suspended ceilings in its entirety including but not limited to ceiling tiles, grid, hangers and lights. The Contractor shall prepare the work area to facilitate the gross removal of all specified asbestos containing materials as prescribed within this specification. The enclosure shall be prepared as outlined in Section III of this project specification. Refer to the Project Drawings in Attachment A for the parameters of the defined work area. Contractor shall construct all containment barriers per IDPH. Contractor shall mitigate all loose peeling paint from Area #1 at Joliet Central High School faculty lounge area. Contractor shall prep all thermal system pipe/fitting insulation into the full containment and protect all penetrations to the ceiling deck. Pipe/fitting insulation in wet walls shall be exposed by Contractor and removed from the wet walls. Contractor shall remove base cove as non-asbestos containing material throughout. Contractor shall remove the entire flooring system to the original hard wood floor including floor tile (all layers), sub-floors, mastics, roofing materials, nails and/or screws on the 3rd floor. Flooring shall be removed down to existing wood sleepers if no hard wood floor exists. Any aggregate/leveler present shall be removed if containing black mastic. Black mastic on wood sleepers shall be removed by sanding. JOLIET CENTRAL HIGH SCHOOL BASE BID AREA #2, MINICONTAINMENT GLOVEBAG REMOVAL (Spring 2024) - Men's Restroom - The work requires the Contractor to remove and dispose of identified asbestos containing thermal system pipe/fitting insulation from Men's Restroom as specified from Joliet Central High School utilizing mini-containment glovebag removal methods from the work area as directed by the project specification of Hygieneering, Inc. See drawings located in Attachment A for location of work area. In addition, the Contractor shall perform the demolition of the lower suspended ceilings in its entirety including but not limited to ceiling tiles, grid, hangers and lights to access all pipe/fitting insulation. The Contractor shall prepare the work area to facilitate the mini-containment glovebag removal of all specified asbestos containing materials as prescribed within this specification. The enclosure shall be prepared as outlined in Section III of this project specification. Refer to the Project Drawings in Attachment A for the parameters of the defined work area. Contractor shall construct all containment barriers per IDPH. JOLIET CENTRAL HIGH SCHOOL BASE BID AREA #3, GROSS REMOVAL (Summer 2024) - Rooms 382, 384C, 384D and 386 - The work requires the Contractor to remove and dispose of identified asbestos and nonasbestos containing flooring systems including floor tile (all layers), sub-floors, mastics, roofing materials, nails and/or screws and asbestos containing glue dots associated with ceiling tiles and thermal system pipe/fitting insulation from Rooms 382, 384C, 384D and 386 as specified from Joliet Central High School utilizing gross removal methods from the work area as directed by the project specification of Hygieneering, Inc. See drawings located in Attachment A for location of work area. In addition, the Contractor shall perform the demolition of the lower suspended ceilings in its entirety including but not limited to ceiling tiles, grid, hangers and lights. The Contractor shall prepare the work area to facilitate the gross removal of all specified asbestos containing materials as prescribed within this specification.
