Multnomah County Department of Community Services is seeking bids from professional, qualified, and experienced companies for Flagging and Traffic Control Services. These services will be utilized on County streets, bridges, and at various locations throughout the County, on an as needed and when required basis per the specifications outlined within this Invitation to Bid. SPECIFICATIONS: Supplier shall provide all labor, transportation, supervision, tools, equipment, supplies, fuel, safety equipment, delineators, signs, cones, arrow boards, and other materials necessary and appropriate, or incidental to the proper and complete execution of the services and to secure the work zone. WORK ZONE: The Supplier is solely responsible for having the site secured in accordance with OSHA rules and regulations, and to perform the work so that there is no risk of danger or hazard to the staff and public at any time during the progress of the work until completion. All equipment, materials and labor utilized, and all workmanship, shall comply with all current codes, standards, regulations and statutes pertaining to the services. DUTIES :The Supplier shall provide the provision of temporary traffic control services generally consisting of the following categories: 1. Traffic zone setup; 2. Job site flagging; 3. Lane closures; 4. Vehicle, bicycle, and pedestrian detours; 5. Special events (e.g. parades, civic functions, etc.) 6. Development of written traffic management plans RESPONSIBLE BUSINESS PRACTICE :1. When possible utilize comprehensive waste reduction and recycling programs. Waste reduction and recycling may include, but not be limited to the following, paper reduction (duplexing, electronic communication) e-waste including electronic hardware, batteries, and office supplies. 2. Furniture recycling, and composting of yard or food waste. 3. Reduce fossil fuel usage when possible. This could include: flexible commuting options and incentives for employees; telecommuting opportunities, green travel and parking options, purchase or lease of alternative fuel, hybrid or fuel efficient vehicles. PREVAILING WAGE: When the scope of work is applicable, the Prevailing Wage Rates apply to this project for the repairs and maintenance work. Supplier shall comply fully with the provisions of ORS 279C.800 through 279C.870. The Supplier shall pay workers at no less than the specified minimum hourly rate of wage as provided in the Oregon Bureau of Labor and Industries (BOLI) publication titled "Prevailing Wage Rates for Public Works Contracts in Oregon, which is incorporated herein by reference Every subcontract shall contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870. Current Prevailing wage rate: Effective July 5, 2023 with the October 5, 2023 Amendment Suppliers may also request a copy of the Prevailing Wage Rates and rules by calling the Bureau of Labor and Industries at (971) 673-0838. A Bid Bond will not be required for this solicitation. Performance and payment bonds will not be required for this contract. Insurance Requirements located in the Buyer Attachments section of this sourcing event. FUNDING: Total funding available for all services performed under resulting contracts is estimated to be around $500,000 over a five (5) year period. Funding of the work described in this solicitation is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot not assure that any particular level of work will be provided and the contract will permit the County to add or remove work as necessary depending on availability of funding. CONTRACT AWARD & TERM :The County may award one or more responsive and responsible Suppliers based on lowest price. The number of awards is at the County's sole discretion. The contract term shall not exceed five (5) years. Any de-escalation/escalation in prices may be made by supplier in writing at least 30 days in advance.
