The Lowndes County Board of Commissioners is requesting proposals from qualified companies for a 3-month nanofiltration/reverse osmosis pilot study for the Alapaha Plantation Subdivision Water Treatment System. The purpose of the pilot study is to evaluate nanofiltration/reverse osmosis technology for achieving compliance with Stage 2 Disinfection Byproduct Rules (2 DBPR). Lowndes County will provide the following for the pilot unit: o Covered area with slab if needed. o Power for the pilot unit. o Connection to the raw water source(s) at the slab. o An operator for the pilot unit. o Sampling and analysis of treated water. The Company supplying the pilot unit will provide the following: o A 10+ gpm standalone PLC controlled pilot unit with the following: o Remote access and control. o Automatic data logging remotely accessible. o CIP cleaning system. o Chemical dosing systems as necessary for scale control. o Onsite system startup and operator training for two weeks with an optional third week. Training personnel must be able to effectively communicate with Water Treatment Plant Operators with no experience operating nanofiltration/reverse osmosis plants. Training personnel must speak fluent English. o Monthly maintenance/calibration visits. o Data sheets for the operator. Proposals will be reviewed by a panel based on the following criteria weighted by the indicated percentages: o Demonstrated company experience with nanofiltration/reverse osmosis technology for achieving compliance with the Stage 2 Disinfection Byproduct Rules with references for similar projects. (25%) o The ability for Lowndes County personnel to visit a full-scale facility utilizing the Company's equipment for achieving compliance with the Stage 2 Disinfection Byproduct Rules. (25%) o Functionality and operability of the pilot unit. (25%) o Cost for the pilot study.
