Quillen VA Medical Center Mountain Home, Tennessee THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting a Request for Proposals (RFP) In accordance with Federal Acquisition Regulation (FAR) 15.101-1 Past -Trade-Off on or about 05/25/2023 for construction for the following project: Project# Project No. 621-21-107 Replace Upgrade Diesel Tanks. : James H. Quillen VA Medical Center Mountain Home, Tennessee, Lamont Street and Veterans Way, Mtn. Home, TN 37684. -: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT : Between $2,000,000.00 and $5,000,000.00 NAICS: 237120 - Oil and Gas Pipeline and Related Structures Construction SMALL BUSINESS SIZE STANDARD: $45 Million PROJECT OVERVIEW: Statement of Work The facility has 3 existing underground Diesel fuel storage tanks and distribution piping that are due for replacement and in connection with current state and federal environmental requirements will require complete removal and replace with new above ground diesel storage tanks, pads, enclosures, distribution piping, monitoring and the like. This project will Take Out of Service existing underground diesel storage tanks 14, 15, and 19 and construct 2 new above ground tanks, enclosures, and necessary infrastructure to provide diesel fuel supply to emergency generators behind Bldg. 36, in Bldg. 116, in Bldg. 161, and in Bldg. 200. Removal of existing underground tanks will be conducted as a separate requirement. Item 1 (Base ): The contractor shall provide all equipment, materials, labor, superintendence, safety, quality control, and administrative oversite to perform work for VA Project #621-21-107 Replace UG Diesel Storage Tanks at the James H. Quillen VA Medical Center, Mountain Home, TN. Work will be performed in accordance with the information graphically indicated on For Construction Documents drawings and specifications. Work includes, but is not to, general demolition/new construction/alterations of existing roads, walks, grading, drainage, electrical systems, mechanical systems, communication systems, fuel tank and piping distribution systems, concrete foundations, masonry structures, and certain other items. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of of . Failure to be both verified by Veteran Small Business Certification, (VetCert) and visible on Veteran Small Business Certification (sba.gov) at the time of will result in the being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so.
