he RFCSP provides all information, Drawings and Specifications necessary to prepare and submit a sealed Proposal for consideration and ranking by the Owner. The Owner may select the Proposal that offers the "best value" for the District based on the published selection criteria and weight of criteria, and on its ranking evaluation. As indicated herein, factors other than price will be considered in making this determination. Upon approval of the rankings by the Board of Trustees, the District's representative Owner will attempt to negotiate a contract with the selected Proposer. If the prices proposed are more than the District's budget for the Project, the Owner's representative may discuss with the selected Proposer options for scope or time modifications and any price change associated with the modification. If the representative is unable to reach a contract with the selected Proposer, the representative may formally end negotiations with that Proposer and proceed to the next ranked Proposer in the order of the selection ranking until a contract is reached or all proposals are rejected. Inquiries regarding this Request for Proposals, or requests for additional information, should be submitted through IonWave or via email to Theresa Camacho, Purchasing Specialist, at Theresa.Camacho@killeenisd.org by 2:00pm on January 11, 2024. Questions and answers will be posted to IonWave at: https://kisdebid.ionwave.net/Login.aspx. A Bid Bond, Cashier's Check, or Certified Check payable to the Killeen ISD, for no less than 5% of the largest possible total (include the cost of alternates listed) for the proposal listed. Performance and Payment Bonds for one hundred percent (100%) of the constructioncost will be required prior to beginning the work. ESTIMATED PROJECT BUDGET. $1,000,000 LIQUIDATED DAMAGES. This Project shall include a liquidated damages provision providing for liquidated damages for each calendar day of delay until the Work is substantially complete. This Project shall also include a liquidated damages provision providing for liquidated damages for each calendar day of delay until all punch list items are complete and all closeout documents are submitted. See dates listed in the table in section 1.5 - Time of commencement and completion. These provisions will be set forth in the form of document provided at Attachment C. For this Project, the liquidated damages shall be stipulated as $250.00 per day.
