The purpose of this bid is to establish a price basis upon which purchases, blanket-purchase agreements, blanketservice agreements or public works contracts may be issued for the listed items. Nassau BOCES and Participating Districts propose to award to that responsible contractor(s) submitting the lowest bid meeting the specifications, a Blanket Service Agreement for furnishing all labor, materials, tools and equipment as necessary to provide Roof Maintenance and Repairs at various locations throughout Nassau County and contiguous areas. Award shall be for a period of one year from the date of award and may be extended by mutual agreement for two additional one-year periods or until such time as rebid and reawarded. The total amount of generated business for participating districts is estimated to be $120,000. The total amount of generated business for Nassau BOCES is estimated to be $35,000, in accordance with need. These amounts are a projected estimate and should not be construed as absolute. Business generated by participating districts will be in addition to Nassau BOCES expenditures. Nassau BOCES and the Participating District(s) reserve the right to order only those commodities and services for which a genuine need exists and for which funds are available. Conversely, additional amounts exceeding the maximum dollar figure may also be ordered at the bid price, as needs dictate for the term of the agreement. All bids must be submitted via electronic submission by authorized users of the Nassau BOCES online bid and response system located electronically or in sealed envelopes, which are included with the paper documents, for your use, bearing on the outside the name and address of the bidder. All prices and information required must be legible. Illegible or vague bids may be rejected. Bids shall be viable for a period of forty-five (45) days from the date of opening. No interpretations of the meaning of the Contract Documents or Specifications will be made to any bidder orally. Perspective bidders must request, in writing, such interpretation from Nassau BOCES and such interpretation will be provided in writing. To be given consideration, such request must be received at least seven (7) business days prior to the bid opening date. Any and all such interpretations and any supplemental instructions will be provided in the form of written addenda, which, if issued, will be sent by mail to all prospective bidders (at the address furnished by the bidder) no later than five (5) business days prior to the bid opening date. Failure of any bidder to receive any such addenda or interpretation shall not relieve the bidder from any obligation under this bid as submitted. All addenda so issued shall become part of the Contract Documents. Nassau BOCES reserves the right to reject any bid submitted if an investigation of the Bidder's qualifications fails to satisfy Nassau BOCES that such Bidder is properly qualified to perform the obligations of the Contract and complete the work specified herein. Further, conditional bids will not be accepted. Upon the examination of all bids submitted, Nassau BOCES reserves the right to reject any and all bids and to accept the bid or bids which it deems to be in the best interest of Nassau BOCES. For single projects of a substantial amount and at the sole discretion of Nassau BOCES or the Participating District(s), one of the following forms of additional performance bond is to be provided by the contractor no later than seven (7) days after receipt of the applicable purchase order. The contractor shall deliver in such form and content satisfactory to Nassau BOCES or the Participating District(s), an executed performance bond in the form of a corporate surety, licensed to do business in the State of New York, in the amount of 100% of the total project, or deliver a bank check equaling 10% of the total project, whichever is deemed in the best interests of Nassau BOCES or the Participating District(s).
