Site work and new construction of a mixed-use development in Pittsburgh, Pennsylvania. Completed plans call for the construction of a 13,300-square-foot industrial development.
The City of Pittsburgh, Office of Management and Budget, on behalf of the Department of Public Works, is soliciting bids for construction services for the new Public Works Streets Maintenance facility, to be known as "The Fourth Division", at Matthews Ave, Pittsburgh, PA 15210. Scope also includes any and all associated sitework required. Question Deadline 10/27/2023 at 5:00 PM ET Background The Fourth Division will be a new 13,300 Square Foot facility that services the South Pittsburgh neighborhoods of the city, providing streets maintenance and winter operational needs of the designated neighborhoods. This location houses the staffing, machinery and vehicular needs of the division. The former facility was demolished and will be replaced with this new construction. The site of the former facility will house the new construction. The scope includes site preparation, site excavation, site paving, groundwork, landscaping and utilities as well as general exterior and interior construction, plumbing, HVAC and electrical work. Team Requirements All prospective bidders acknowledge and agree that the construction team shall be a team previously used to perform quality construction with a proven track record and experience of similar projects. General, Mechanical, Electrical, and Plumbing contractors are required to submit AIA Document A 305TM - 2020 Contractor's Qualification Statement as part of their bid. Construction Construction includes a new operable streets maintenance facility with parking located on the same site as the former facility. This will require General Construction, Mechanical, Electrical and Plumbing contractors. Program space includes Apparatus Bay, Storage Areas, Gear Storage, Toilet and Shower Rooms, Lockers, Offices, and Break Room with Kitchenette. Utility work and coordination with Utility companies is the responsibility of the General Contractor. General Contractor is also responsible for all site work including, but not limited to demolition, excavation, grading, paving, retaining walls, and sidewalks as called out in construction documents that will be provided. The City reserves the right to request clarification of any bid before bid award. The City reserves the right to reject, for any reason, any or all bids if it is in the best interest(s) of the City to do so. CONTRACT By submitting a bid, the bidder warrants that if the City makes an award to the bidder, bidder shall, at the option of the City, enter into a written contract with the City. This contract shall consist of the terms and conditions set forth in the solicitation, specifications, and these General Conditions and Instructions to Bidders. If no bid bond or substitute is required and bidder fails or refuses to execute the required documents within thirty (30) days after award by City, bidder shall pay to the City the difference in the amount specified in bidder's bid and the amount City shall pay to fulfill the specifications. Bid Bonds A bid guarantee is required for this solicitation. Guarantees should be in the form of a surety bond, certified check, cashier's check or letter of credit in an exact dollar amount equal to five percent (5%) of the bid. For example, a total bid of $100,000.00 should have a bid guarantee in the amount of $5,000.00. Performance Bond(s) A performance bond in an exact dollar amount equal to the full amount (100%) of their contract will be required from each awarded vendor for any resulting contract. Payment Bond(s) A payment bond in an exact dollar amount equal to the full amount (100%) of their contract will be required from each awarded vendor for any resulting contract. Security General Contractor will be responsible for site security, although each Prime will be responsible for securing their equipment and materials. Liquidated Damages Liquidated damages are a percentage of the contract price withheld from payment as insurance against breach of contract with respect to the payment of estimated labor costs. Partial payment to the contractor for labor performed under either a unit or lump sum price contract shall be made at the rate of ninety-two percent of the estimates prepared by the contractor and approved by the architect/engineer. All labor performed after the job is fifty percent completed shall be paid for at the rate of one hundred percent of the estimates submitted by the contractor and approved by the architect/engineer. A certificate evidencing the following minimum insurance must be provided when award is made, unless otherwise specified: GENERAL LIABILITY Single limit of Bodily Injury and Property Damage Combined: $500,000.00 each occurrence. $1,000,000.00 aggregate. CITY OF PITTSBURGH must be listed as "Additional Insured' on the insurance certificate on all policies except those in which no additional insured is permitted (e.g., some professional liability) NOTE: The name(s) of the insured on the certificate must be the same as the name(s) of the Contractor listed on the bid document. Insurance coverage must be an "OCCURRENCE POLICY". "Claims made" policies are unacceptable. WORKERS' COMPENSATION: STATUTORY LIMITS. AUTOMOTIVE LIABILITY INSURANCE - MINIMUM REQUIREMENTS: $500,000 for each individual occurrence and $1,000,000 in aggregate coverage. This requirement may be explicitly waived by the City when appropriate. oPROFESSIONAL LIABILITY (required at City request): Coverage as shall protect the Supplier and any subcontractor performing work under the Contract, from claims errors and omissions which arise from operation of the Contract, whether such operations are performed by the Supplier, any subcontractor, or anyone directly or indirectly employed by either. The amounts of such insurance shall not be less than $1,000,000 each occurrence/aggregate and $1,000,000 excess liability, each occurrence/aggregate.
