A massive 2.2-mile tunnel burrowed deep beneath the communities of Pawtucket and Central Falls has been completed, the Narragansett Bay Commission said Thursday. The tunnel will store dirty stormwater mixed with sewage and pump it to the Bucklin Point wastewater treatment plant instead of dumping it raw into the Seekonk River. It's latest in a decades-old effort to clean up the Narragansett Bay and its tributaries. The contractor is CB3A, a joint venture partnership between Civil and Building North America Inc. and Barletta Heavy Division Inc. The NBC in 2020 awarded CB3A a $450 million design-build contract for project. Stantec Inc. is the project's engineering firm. A groundbreaking was held in the summer of 2021. The quasi-public NBC provides sewage treatment services to homes and businesses in the greater Providence area. It's been working to clean up its operations for decades. The storage tunnel is the backbone of a three-phased CleanWaters RI project. While the entire project won't be complete until 2040, the tunnel will start delivering clean water benefits in 2026, said NBC spokeswoman Jamie Samons. The NBC previously corrected many combined server outflows -- that is, outdated underground piping where stormwater and sewage got mixed during heavy rain storms -- in 2008 and 2014. The NBC's cleanup effort was mandated by the RI Dept. of Environmental Management. Samons told Business First the question of what to do with 800,000 tons of "tunnel muck" and rock excavated to build the tunnel has been resolved. About half of the material has been trucked out to the state's central landfill in Johnston, where it's being used as landfill cover. Another 40% will help cover legacy landfills at the NBC's Bucklin Point Wastewater Treatment Facility. Another 10% will be used to grade the construction site, she said. A previous proposal by the NBC to use the "tunnel muck" to help build out a site at the Quonset Business Park to accommodate Regent, an electric seaglider startup, failed amid opposition from the RI Airport Commission, as first reported by the Providence Journal. So far there are no apparent cost overruns, and the project is on schedule, said Samons. The $850 million project is funded by ratepayers, but a low-interest loan from a federal EPA program is helping finance it. The overall project aims to improve the health of shellfishing and swimming beaches across the state. "We are continuing to see the positive results of the investments made through this project, including a significantly cleaner Narragansett Bay, reopening of shellfish beds, and healthier waters for all Rhode Islanders for generations to come," said NBC chairman Vincent Maslella. ------------------------------------------------------------------------------------------------------------ The work generally consists of construction of a consolidation conduit, new outfall pipe, and associated structures and appurtenances at the site in Pawtucket, RI. Work includes mechanical, electrical, structural, and HVAC/plumbing fitout of the Pawtucket Tunnel Dewatering Pump Station which consists of a new screening facility, new pump station, OF-218 gate and screening facilities, and tunnel odor control to support the functionality of the Pawtucket Tunnel to serve as a Combined Sewer Overflow (CSO) storage facility. It also includes site work and final site restoration. The Bidder's attention is called to the Equal Opportunity Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications set forth herein. This project is subject to Chapter 37-14.1 of the Rhode Island General Laws and regulations promulgated there under, which require that fifteen percent (15%) of the dollar value of work performed on the project be performed by minority and/or women's business enterprises.
