The City shall conduct a VOLUNTARY pre-proposal meeting. The date and location of the meeting is listed in Section 1.02 (RFP Schedule). The intent of the pre-proposal meeting is to: o Review the Request for Proposal o Answer questions This may be the only opportunity for the Contractors to meet with the City. Each proposer should limit representation at this meeting to no more than 2 persons. Contractors shall notify the City as directed in Section 1.02 (RFP Schedule) if they will be attending the pre-proposal meeting and how many persons will attend. SITE VISIT. Vendors are encouraged to use Exhibit E and visit any site they need to put eyes on. The City will not be conducting a formal site visit for this RFP. The City reserves the right to reject any and all proposals, to waive any irregularities in a proposal, or to accept the proposal(s) which in the judgment of proper officials, is in the best interest of the City. The City reserves the right to accept a part or parts of a proposal unless otherwise restricted in the RFP or issue subsequent RFPs. The City reserves the right to approve or reject any sub-Contractors proposed for work under this proposal or waive any minor irregularities The City reserves the right to select the successful vendor once all proposals are received, without seeking further information for clarification from proposers. Upon review of proposals, the City may designate the most qualified proposals as finalists. These finalists may be invited to make oral presentations and participate in a question-and-answer session with the City. The City shall have the right to visit selected user sites, should this be deemed necessary. All federal, state, and local laws as well as the 2 CFR 200 and Appendix II to Part 200 requirements regarding competitive bidding, anti-competitive practices, and conflict of interest shall be applicable to this RFP. The City does not guarantee that any contract will be awarded because of this RFP. If a contract award is made but the contract is not executed, the City does not guarantee that the contract will be re-awarded. REQUIRED PROPOSAL CONTENTS. All brochures and supplemental documentation shall be included with the original and all copies. If not, the proposal may be considered as non-responsive. Proposers are required to submit the following information in their proposal: o Letter of Transmittal. The proposer shall provide a transmittal letter with authorizing signature for the proposal. The letter must briefly summarize the vendor's ability and willingness to perform the services required by the RFP. The letter must be on the form provided in Exhibit A. o Company Profile and Background. Provide the following information: o Location - The street address of the proposer's company headquarters. o Local Office of Proposer - Provide the location of the proposer's office nearest to Dayton, Ohio. Include the local office, a contact name, address, telephone, and fax numbers. o Company's Primary Business - State the proposer's primary business, the number of years in the proposer's industry, and the number of employees assigned to these related activities. o State the legal make-up of your company: sole proprietorship, partnership, corporation, etc. o Please list any Lawsuits that you are currently engaged in. Please provide any and all suits either with the City of Dayton or any other Municipalities (include, but not limited to Federal, State, Local or other Municipalities and Governmental agencies). o Key Personnel Information. Provide the name, title, mailing address, telephone number and e-mail address of the persons who will function as the City's primary contact and back-up contact person. Provide brief resumes/qualifications of personnel who will be primarily involved in this project. Include any certifications earned, special training taken, and memberships in professional groups. Complete Form found in Exhibit A. o Proposal Response as per Section 2. o Statement of Exceptions to RFP requirements. Provide a detailed description of any exceptions taken to the requirements of this RFP, including the City Standard Terms and Conditions in Section 3. Exceptions shall be referenced to the applicable RFP section/sub-section numbers. Any other departures from the city's RFP are to be identified and failure to do so shall make the proposal non-responsive. City's standard Terms for Payment are Net 30 days from date of invoice once the project is complete, unless otherwise negotiated. If you cannot comply with this, please state any changes in the Statement of Exceptions to the RFP Requirements o References. Provide a list of references on form provided as Exhibit B. The City is particularly interested in contacting your governmental clients in the state of Ohio. SCOPE OF PROJECT 2.01 PURPOSE AND NEED / PROJECT DESCRIPTION. The American Rescue Plan Act was signed into law on March 11, 2021, and provides $350 billion for eligible state, local, territorial, and Tribal governments to meet pandemic response needs and rebuild a stronger, more equitable economy as the country recovers. The City of Dayton was awarded $138 million. The City will be awarded a direct allocation of funds and City leadership began working on a framework, The Dayton Recovery Plan. This one-time money will be used to address recovery needs and to create long-term, transformative investments for Dayton's future. The Division of Street Maintenance is responsible for providing basic property lot maintenance for approximately 7,000 vacant and/or abandoned properties throughout the City of Dayton. Of these properties, Street Maintenance has identified approximately 1,800 vacant/abandon properties in neighborhoods creating blight, negatively impacting quality of life and home values. These properties have accumulated bulk trash debris and severe overgrown brush. The bulk trash debris accumulates from illegal dumping activities, as well as owner and renter neglect. Once abandoned, the blight then becomes the City's responsibility to clean up and resolve the nuisance left behind. This blight directly reduces the quality of life for the residents of Dayton and visitors. Bid specifications will be created for all bulk trash removal and proper disposal at the Montgomery County Transfer station. Concrete and other construction debris will be properly disposed at certified construction landfill site. Brush cutting, removal and disposal the City's green compost site located at 2670 Wagner Ford Rd with no disposal fee. Once these properties have been cleared Street Maintenance can establish an efficient workplan for monitoring and maintaining vacant/abandon properties in neighborhoods. New workplan will provide opportunities for street maintenance to deploy resources for debris removal from properties in a timelier manner, thus reducing chances for illegal dumping to reoccur. 2.02 BACKGROUND INFORMATION. The goal of this project will be creating cleaner, safer, healthier and more aesthetically appealing neighborhoods. All these factors are attributes and equities residents want and desire for a high quality of life in Dayton neighborhoods. Goal of this project is to establish a new equitable quality of life baseline for all HUD census track neighborhoods. Neighborhoods with low-moderate households face the biggest challenges for maintaining and improving homes. Therefore, equitable opportunities to grow financial equity from their home creates more inequities. Executing this project will provide the City with opportunities to make improvements for quality of life in neighborhoods that were already challenging prior to COVID and have been exacerbated by COVID impacts. Spending more time at home working, kids need to be entertained more at home, kids need to be able to play in yards safely and walk or ride bike to park safely. 2.03 SCOPE OF WORK / TESTING REQUIREMENTS. The Objectives with the ARPA funds: o Support Public Health Response - Create cleaner, safer, healthier, and more aesthetically appealing neighborhoods. Respond to the Negative Economic Impacts - This project strengthens neighborhoods and communities by creating safe and clean environments for citizens of Dayton to live, work, and play. Increases property values and makes the existing vacant and abandoned homes more desirable for possible re-development. Address the socio-economic disparities in low-income and minority populations resulting in those communities suffering a greater negative impact from COVID-19 o Serve the Hardest hit Communities - The City's targeted areas are west, northwest and the tornado impacted east. These communities are designated as Qualified Census Tracts (QCT) by the United States Secretary of Housing and Urban Development (HUD). o Project benefits to minority populations that have been disproportionally impacted by COVID19 Establish a new equitable quality of life baseline for all HUD census track neighborhoods. Eliminating and/or reducing trash debris and overgrown brush in neighborhoods are two major elements that can help strengthen Dayton neighborhoods. This project is a clear direction for strengthening neighborhood and communities. Cleaner neighborhoods present a more positive representation for higher quality of life within communities. Individuals who want to engage in negative activities more likely to avoid areas where neighboring residents are paying attention to their surroundings. o ROI - The ROI will be improvements to the appearance of abandoned properties which may make them more desirable for purchase and/or redevelopment. The benefit-cost impact will be increased productivity and efficiency of maintaining other work activities for vacant land maintenance such as mowing and trash removal. Removing overgrown brush will provide more visible surrounding views of the vacant/abandon properties for neighboring residents and the Police Department. The social impact will be improved health and safety for neighboring residents to the properties. 2.03.1 Description The City of Dayton OH (City) Department of Public Works, Division of Street Maintenance is seeking bids for blight removal on various vacant properties throughout the Westwood Neighborhood in the City of Dayton. This Work shall consist of clearing all brush and vegetation from the identified vacant properties and then disposing of all cleared vegetation and debris within the limits of the identified property, except such objects designated to remain or are specified for removal according to other items of work. The City will be inspecting the locations after work has been performed to ensure that the designated services are completed and comply with instructions given. This right will be exercised prior to any payments are issued for services. Before and after pictures will be necessary.
