Renovation of a mixed-use development in Morton, Pennsylvania. Completed plans call for the renovation of a educational facility.

The Delaware County Intermediate Unit (DCIU) is issuing this Request for Proposals (RFP) through PHM Associates, Inc. (PHM) for the selection of an Energy Services Contracting Organization (ESCO) under the Guaranteed Energy Savings Act (GESA). Proposals are invited in accordance with this RFP. ESCO pricing per this RFP will be preliminary, as the ultimate design for the renovations and additions to the Marple building will be per the plans and specifications of Marotta/Main Architects (M/M) of Lancaster and Chadds Ford, PA and their design team, as well as constructability and energy savings measures proposed by the ESCO via this RFP. The M&M design team currently is in the initial stages of their process. The ESCO selected per this RFP process will be required to work with the M&M design team to coordinate and merge the final design with the GESA project energy conservation measures proposed. Proposals should be sealed and identified on the envelope as PROPOSAL: DCIU - MARPLE GESA Contract". Proposals (the original and 2 copies + an electronic copy) should be delivered to: Mr. Ed Norris, Chief Financial and Operations Officer, DCIU Educational Service Center, 200 Yale Ave., Morton, PA 19070 (Phone 610 938-9000). In addition, one (1) copy of the proposal should be delivered to PHM Associates, 811 Woods End Court, Collegeville, PA 19426-2911. Note: If delivery to PHM is via FedEx or similar, please indicate "no signature required for the delivery .All proposals must be in writing, signed and sealed, and plainly marked Marple GESA Project Proposal. A Pre-Proposal meeting for is not currently planned for this project, but will be scheduled if needed, and all actively participating ESCOs will be notified via email by PHM. Price quotes shall remain firm for sixty (60) days from the date that the proposals are opened. The DCIU Board reserves the right to reject any or all proposals, or any items or parts thereof, or to make any decision that best serves the interest of the Board. If ESCOs find discrepancies in or omissions from the specifications, or have doubt as to the meaning of the latter, they should immediately contact PHM Associates, Inc., 811 Woods End Ct., Collegeville, PA 19426 by emailing to phmassociates@verizon.net) in order that written correction or clarification may be sent to all bidders. 109,561 sf existing building + 35,113 sf additions + 144,674 sf) Mechanical System The building is served by a Central Heating Plant and a Cooling Plant. The distribution system is a 2-pipe dual temperature system. The existing water cooled chillers and cooling tower are currently being replaced with a Daikin 270 ton air cooled chiller mounted on existing dunnage on C Wing roof. The existing non-condensing boilers shall be replaced with multiple gas fired high efficiency fire tube boilers. The existing pumps not replaced in the current Daikin chiller project shall be replaced with variable speed types. A primary chilled water pump shall provide project for constant flow through the air cooled chiller. Existing summer-winter switchover valves and all controls not replaced in the Daikin chiller project shall be replaced. All piping within the main Mechanical Equipment Room not replaced during the Daikin chiller project shall be replaced. The existing piping distribution system in the building shall be reused to the fullest extent possible. The dual temperature system serves Air Handling Equipment, terminal units (VAV Boxes, fan coil units, etc.) and miscellaneous heating only units (unit heaters, cabinet units heaters, etc.). The boilers shall be sized to serve the addition. An "express" pipe mains and independent Variable Flow Pumps (lead and standby) shall serve all heating transfer coils for the addition. An existing split system chiller, utilized during the winter season, is located on the mezzanine level of one classroom wing. This chiller serves fan coil units serving the occupied areas of this classroom wing. The scope of work includes replacing this split air cooled chiller including all refrigerant piping, pumps, etc. and all fan coil units with ducted blower coil units. Modifications to the ductwork on the mezzanine will be required. The majority of the building is served by roof mounted air handling units. Air handling units are both constant volume type for assembly spaces (multipurpose room) and Variable Air Volume (VAV) type. VAV Air Handling Units (AHU's) serve zones with multiple spaces and supply air flow to the space by the thermostatically controlled fan powered type variable air volume terminal units equipped with hot water heating coils. In areas not scheduled for renovation, all rooftop units, VAV terminal control units and associated automatic temperature control systems shall be replaced in its entirety. Air distribution systems and hydronic piping distribution mains shall be reused. All unit connections, valving and controls shall be replaced in their entirety. In areas scheduled for renovation, all rooftop units, VAV terminal control units, air distribution systems and hydronic piping systems shall be replaced in their entirety. All automatic temperature controls shall be replaced in their entirety. All air handling units shall be provided with MERV 8 prefilters and MERV 13 final filters, heat recovery wheel to precondition outside air, air flow measuring stations for outside air, supply air and return air, 2- pipe heating and cooling coil, variable flow supply and return air fans and outside air/return air dampers. All controls shall be direct digital type open protocol by Radius Systems. Control features shall include variable air flow, demand controlled ventilation, enthalpy economizer, morning warm up/pull down (optimized start), supply air temperature reset, static pressure reset and heat wheel control. The addition shall be served by a packaged rooftop variable air volume air handling unit with a gas fired furnace and hot gas reheat for dehumidification control.
